Irem No. 5~ J 0" CITY OF SAN BERNARDINO -REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution authorizing the City of San Bemardino to submit projects and commit funding for the FY 2006/2007-2011/2012 Regional Transportation Improvement Program (RTIP). Background: San Bernardino Associated Governments (SANBAG) has requested the submittal of projects by the City of San Bemardino for inclusion in the 2006/2007-2011/2012 RTIP. An updated RTIP is developed to promote planning and project awareness among various neighboring public agencies. In order for a project to be eligible for Federal funding, it must be included in the current RTIP. Inclusion in the RTIP, however, provides no guarantee a project will ultimately be funded. It is important to note that except for the changes noted below, every project listed in the RTIP has already been approved in the CIP. SANBAG will review the proposed RTIP to ensure that it is financially constrained (i.e. funded m the CIP), with added emphasis on the first three years of the RTIP (2006/07-2007/08). The list is then ultimately submitted to the Federal Highway Administration. Submission of the project list does not obligate the City to pursue the projects if priorities change. The Measure I, Development Fee, and road fund projects provided on this list meet [he federal criteria of accomplishing improvements in mobility and air quality. Financial Impact: All City projects included in the RTIP either are identified in the current approved Five-Year Capital Improvement Program (CIP) or will be added to the FY 2006/07 CIP budget. Their approval on the RTIP list will have no financial impact, since their inclusion only serves to indicate when anticipated funds have been programmed and provides data for the regional transportation model used for air quality conformity. (Refer to the attached RTIP Projects Summary Table for Cost Estimates and Project Completion Years). Recommendation: Adopt resolution. 1 2 RESOLUTION NO. 3 RESOLUTION AUTHORIZING THE CITY OF SAN BERNARDINO TO SUBMIT PROJECTS AND COMMIT FUNDING FOR FY 2006/2007-2011/2012 4 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (RTIP). 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF 6 SAN BERNARDINO AS FOLLOWS: ~ (a) WHEREAS, the City of San Bernardino desires to include the submitted projects in 8 the San Bernardino County Transportation Improvement Program; and 9 (b) WHEREAS, the City of San Bernardino warrants that full funding is committed and 10 available for projects submitted for programming in the first three years (FY 2006/07, 2007/08, 11 2008/09) of the Regional Transportation Improvement Program; and that the City of San 12 13 Bernardino accepts responsibility for full funding of said projects and warrants that no additional 14 funding allocations beyond those already identified are required of SANBAG for the City of San 15 Bernardino to fully implement said projects, therefore, committing that the first three years of the 16 RTIP are financially constrained; and 17 (c) WHEREAS, projects programmed in years 2009/10-2011/12 are projects expected to 18 receive future funding through anticipated revenues; therefore, all projects submitted for 19 20 inclusion in the 2006/07-2011/12 RTIP are financially constrained; and 21 (d) WHEREAS, the San Bernardino Associated Governments (SANBAG), as agency 22 responsible for short-range capital and service planning and programming for the San Bernardino 23 County area, requires an approved Resolution from the governing body of the Lead Agency for 24 all projects included in the Transportation Improvement Program; and 25 (e) WHEREAS, SANBAG also requires that the Lead Agency include a financial plan 26 27 that demonstrates how the projects submitted for inclusion in tk ~/ „ nt 28 Program can be implemented; and ~ 5 '/~ ~jlo -1- 1 2 RESOLUTION AUTHORIZING THE CITY OF SAN BERNARDINO TO SUBMIT PROJECTS AND COMMIT FUNDING FOR FY 2006/2007-2011/2012 3 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (RTIP). 4 5 (f) WHEREAS, the City of San Bernardino, as the Lead Agency, possesses the legal 6 authority to submit the project for inclusion in the Transportation Improvement Program and to 7 finance, acquire, and construct the project. 8 NOW, THERFORE, BE IT RESOLVED that the Mayor and Common Council of the 9 City of San Bernardino does hereby: 10 A. Affirm its continuing commitment to the projects submitted for inclusion in the 11 12 2006/2007-2011/2012 Transportation Program (list of projects attached as Exhibit "A" 13 and incorporated herein by reference); and 14 B. Commit that the City of San Bernardino, as Lead Agency for the projects, will carry out 15 the projects consistent with the project implementation schedule; and 16 C. Certify that the City of San Bernardino will enter into a contract with SANBAG 17 committing that it will carry out the projects identified as transportation control measures 18 (TCM) in the South Coast Air Basin consistent with the project implementation schedule; 19 20 and 21 D. Certify that the City of San Bernardino will allocate the necessary local match funds 22 contained within the project to carry out any federally approved project; and 23 E.
