Synopsis of Previous Council action:
At the meeting of the Ways and Means Committee, held May 14, 1990,
the expenditure of funds in the amount of $21,200 for the 4th of
July Celebration to be held at Seccombe Lake Park, was recommended
for approval.

SUBJECT: 40th of July celebration -- Seccombe Lake Park

Attached is a budget outline for the proposed 4th of July
celebration. This is an event qualifying for funding as a
civic/promotional activity. Planning for the event is not
complete at this time. However, the various organizations
participating in the celebration are winding down their t
planning efforts and it is expected that there will be full .
details prior to this matter going to the Mayor and Council
for approval.

The matter is being presented to the Ways and Means Co_ittee
at this time for advance approval. There will be
contributions made by other organizations, but the final
amounts have not as yet been determined. Annie Ramos will be
pres nt at the Co_ittee meeting in order to give a progress
re on this matter.

Attached is a budget outline for the Fourth of July
Celebration scheduled for Seccombe Lake Park. This budget
identifies $21,200 required from the city in order to conduct i
this event. There are two options available. This depart-I,
ment has already included in its 1990-91 proposed budget a
total of $17,900 for this event. The first option would be
to allocate an additional $3,300 and to have the Recreation
Division budget approved for these additional funds. The
area of concern is that the budget is approved in a timely
way so as to release these funds for use. The past practice
has been for council to approve only a continuation budget by
July 1 with approval on new programs not coming until around
September. If this process is anticipated, then the second
option is required. The second option is to appropriate the
full amount from the current city budget. One possible
funding source is the CUltural Events Budget from the city's
CUltural Development Construction Fee Fund.
