RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING PROPOSITIONS IJ c (THE TRAFFIC CONGESTION RELIEF AND SPENDING LIMITATION ACT OF 1990) AND 108 (THE PASSENGER RAIL AND CLEAN AIR BOND ACT OF 1990). WHEREAS, the State of California faces monumental challenges meeting dramatically increased law enforcement and public safety needs, addressing spiraling health care costs, coping with unprecedented population growth, managing traffic congestion and teaching our children the skills necessary to compete in the modern workforce; and WHEREAS, Proposition 111 would later the government spending limit to allow state and local governments greater flexibility in making use of already collected tax dollars 13 generated by California's strong economy to address these needs; 14 and 15 WHEREAS, it would allow the state to increase user fees a 16 5 cent per gallon fuel tax increase this year and an additional 17 1 cent for each of the next four years to provide increased 18 funding for maintenance and improvement of highway and transit 19 projects without reducing funds for other critical programs; and 20 WHEREAS, basic funding guarantees provided to public 21 schools on the November 1988 ballot are retained; and 22 WHEREAS, without a change in the government spending 23 limit, it will be impossible to maintain the generally high 24 level of education, transportation, health services, law 25 enforcement, senior programs and other vital services to the 26 reside~~of California; and ~ 27 WHEREAS, Propositions 111 and 108 are supported by a 28 broad coalition including League of California cities, County Supervisors Association of california, California Association of /q Highway Patrolmen, California Taxpayers Association, League of 1 2 3 Women Voters of California, California Chamber of Commerce, AARP (American Assc~~ation of Retired Persons), state Legislative Committee, California Association, Teachers California 4 Association of Hospitals and Health Systems, California Police 5 Chiefs Association, California State Automobile Association, 6 California Council of Police and Sheriffs, California School 7 Boards Association, California Senior Legislature, California 8 For Higher Transit Association, Californians Education, 9 Californians for Better Transportation, state Building and 10 Construction Trades Council of California, and may others; and 11 WHEREAS, reduction in the state's traffic congestion will 12 require substantial investments in alternative methods of 13 transportation in the expansion and construction of transit 14 facilities. The June 1990 ballot also contains a $1 billion 15 general obligation bond for urban, commuter and intercity rail 16 projects including BART, metrorail in Los Angeles and urban 17 light rail to address this need. 18 NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common 19 Council of the City of San Bernardino supports passage of 20 Proposition 111, the Traffic congestion Relief and Spending 21 Limitation Act of 1990 and Proposition 108, the Passenger Rail 22 and Clean Air Bond Act of 1990 on the June 5, 1990 Ballot. 23 I HEREBY CERTIFY that the foregoing resolution was duly 24 adopted by the Mayor and Common Council of the City of San 25 26 Bernardino at a meeting thereof, held on the . cra~ of , 1990, by the following vote, to 27 wit: 28 -2- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION SUPPORTING PROPOSITIONS 111 AND lOB council Members: ESTRADA REILLY FLORES MAUDSLEY MINOR POPE-LUDLAM MILLER The foregoing day of ~ ~ ABSTAIN city Clerk resolution is hereby , 1990.
