Schnetz, representing the owners of the majority of the property affected by the proposed vacation of the EastfWest alley between Guthrie street and McKinley street, North of Roca street. The vacation of this alley is necessary for the development of a full security apartment complex (Conditional Use Permit #90-18). This will limit public access through the development and to the rear of the adjoining properties. The vacation will also increase the security to the area, limit the number of people loitering in the area, along with littering, drug sales, and graffiti. Hopefully, the vacation will help reduce the existing blight and crime prevalent in the area. The developers involved in this proceeding are trying to upgrade the area. The vacation of this alley will allow the new owners to secure a large area, and therefore, allow the property to be used in a more beneficial manner. There is an existing Security Assessment District in place in an adjoining area and the developers will be invited to join the District.
