Agenda Item No. J/~ .. . 2 1 RESOLUTION NO. 3 4 RESOLUTION OF THE CITY OF SAN BERNARDINO ENDORSING PROPO- SITION 116-THE RAIL TRANSPORTATION BOND ACT. 10 , 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 5 6 7 8 9 WHEREAS, the city of San Bernardino finds that rail transportation results in cleaner air, less energy use, more transportation opportunities for those who cannot drive, and less congestion on already overcrowded streets and highways; and WHEREAS, proposition 116, the Rail Transportation Bond Act, would provide $1990 million to improve and expand intercity, light rail transit throughout commuter and California; and WHEREAS, Proposition 116 is compatible and consistent with the transportation package placed on the ballot by the Governor and State Legislature, and thereby will result in implementation of part of an overall better transportation plan which will provide cleaner air and better transportation for all Californians; and WHEREAS, Proposition specifically allocates 116 approximately $177 million for intercity and commuter rail projects in the San Bernardino region; Now, therefore, be it resolved that the City of San Bernardino does hereby endorse the passage of Proposition 116, the Rail Transportation Bond Act on the June 1990 ballot I HEREBY CERTIFY that the foregoing resolution was duly adopted by the Mayor and Common Council of the City of SAn Bernardino at a meeting thereof, held on the 1 2 3 wit: day of 4 5 council Members: 6 ESTRADA 7 REILLY 8 FLORES 9 MAUDSLEY 10 MINOR 11 POPE-LUDLAM 12 MILLER 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 AYES 1990, by the following vote, to NAYS .ABSTAIN City Clerk The foregoing resolution is hereby approved this day of , 1990. ",.r' .,"c_ ,"- "~'-;J [:1 ."1": Dear Mayor Holcomb: ,:,1"'1 -'11 I am writing to request that the City of San Bernardino endorse Proposition 116, a statewide ballot initiative which will provide significant funding for passenger rail service in the San Bernardino region. Proposition 116, the Rail Transportation Bond Act, provides $1.99 billion in capital funding for rail and other public transportation throughout the state, allocated roughly on a per capita basis. Proposition 116 specifically allocates approximately $177 million in the San Bernardino region for safe and efficient rail transportation. This money will fund commuter rail projects along the San Bernardino-Los Angeles and San Bernardino-Riverside-Orange rail corridors. The enclosed fact sheet describes the measure in greater detail. Also enclosed for your review are a question and answer sheet, a complete copy of the text, and a sample resolution. Proposition 116 is compatible with both of the measures which were placed on the June 1990 ballot as components of the Legislature's transportation package--the Gann limit revision/gas tax (Prop. 111) and the separate $1 billion rail bond measure (Prop. 108) . Senator Pete Wilson, Attorney General John Van de Kamp and Dianne Feinstein have all endorsed Proposition 116. In addition, it has won the official support of the South Coast Air Quality Management District and the San Bernardino County Transportation Commission..Numerous other cities, counties, transit districts, transportation planning agencies, business associations, conservation groups,and labor unions have also endorsed this measure being sponsored by the Planning and Conservation League. Funds would be available for capital outlays (station and track improvements, rolling stock, and acquisition of right-of-way), and allocated to specific projects throughout the state largely on a per capita basis. Key provisions pertaining to San Bernardino County: -$98 million to the Joint Powers Authority responsible for the commuter rail corridor between Los Angeles and San Bernardino. (Section 99632) -$79 million to the Joint Powers Authority responsible for the commuter rail project from San Bernardino to Riverside and orange Counties. (Section 99631) Competitive funding pools also available to San Bernardino: -$100 million for joint procurement of standard design commuter and intercity rail cars to maximize buying power and system integration. (Section 99652) -$20 million for bicycle commuter facilities. (Section 99650) Other Features: -Compatible with Gann revision/gas tax increase (Proposition 111). -Complements separate $1 billion rail bond act (Proposition 108). -Allows for reallocation of funds along corridors with the approval of all agencies which program funds along the corridor. -Funds will be appropriated to the California Transportation Commission. Caltrans and local transit agencies will be granted funds upon receipt and approval of expenditure plans which identify all funding sources and demonstrate ability to cover operating expenses. -Provisions to ensure maximum integration of new and expanded rail service with existing rail and bus lines. -Creates trust fund for Transportation Planning and Development Account to prohibit the current practice of diverting transit funds for other purposes.
