CITY OF SAN BER~ _ARDINO - REQUEST ..-OR COUNCIL ACTION STAFF REPORT The Department of Public Services has conducted an extensive review of its permit fees and services and the actual costs for providing those permits and services. The review included a study of the labor-hours, accompanying salary costs and equipment costs to provide each service. In some cases, adaptations to the current code are necessary, as noted in the brief des- scriptions below. Sewer Connection Dye Test - Currently, $25.00. Proposed, $58.00. The dye test involves office time to handle paperwork, the time for two Maintenance Workers to drive to a residence, administer the dye and observe evidence of dye in the sewer main. The cost of the dye and cost to operate the City vehicle is included. Encroachment Permit - Currently, $2.00 per space per day. Proposed, $3.00 for the permit and $5.00 per space per day. These costs reimburse the City for the time to administer and produce the actual permit, the inspector's time to drive by and inspect for proper barricading and warning devices, and for the use of a City vehicle. Permit to Move Buildings - Currently, $7.50. Proposed, $7.50 The actual costs relate to office time to administer and produce the actual permit and the construction inspector's time to review the route for any overhead hazards (power lines, trees, etc.) and for weight limitation of any bridges which may be traversed. Street Cuttin Permits/S ecial De osit - (See attached resolution for chart of proposed amounts Amounts are being increased $.07 on the lowest fees up to $.20 on the highest fees. These costs are charged to any person(s) or entities taking out a Street Cut Permit but not performing the repair of their excavations. Prospect Holes - Currently $.15 per prospect hole with a minimum $1.00 fee. "Prospect holes" are holes typically one inch in diameter drilled into the street surface for testing beneath the surface. Several holes are usually drilled along a street and, under the currently system, typically are not refilled. Water seepage under the street surface as a result of unfilled holes is very damaging. The Department of Public Services is proposing a change in prospect hole procedure. The new procedure involves obtaining a separate permit for holes drilled on different streets or on different days. The construction inspector will identify the locations of the holes and City forces will refill the holes to City standards. The cost for this procedure will be $15.00 for the permit and inspection of all holes drilled on a given street, as well as usage of a City vehicle. A $5.00 fee will be charged to fill each hole. The $5.00 charge is a nominal fee for an asphalt crew and equipment to arrive at the area and complete the patching. ')R COUNCIL ACTION STAFF REPORT Permit for Capping & Performance of a Sewer Lateral - It has come to the attention of the Director of Public Services that buildings are being moved, demolished or otherwise destroyed without the sewer lateral on the property being capped. This Department has been issuing sewer cap permits through the Building and Safety permit process. The incidence of un-permitted and un-inspected lateral caps indicates the current system is not functional. The purpose of capping a sewer lateral when a structure is removed is to prevent raw sewage from backflowing onto private property, with possibilities of seepage into the ground water. It also prevents sand, rock, dirt and other debris from penetrating into the sewer system. The proposed ordinance ensures that demolition permits will not be issued until a sewer cap permit has been issued. To further prevent circumventing this important step in demolition or moving, the Department of Public Services will perform the actual capping of the sewer lateral. The office-hours, labor-hours and equipment costs come to $144.00. Street Cutting Permits/Inspection Fee (Asphalt and Concrete) - When a street cutting permit is obtained and the permitee is planning to complete their own _ repairs, only an inspection fee, and not the special repair deposit noted above, is necessary. The Department of Public Services is proposing permits inspection-only fees of $41.00 (on a sliding scale upward if excessive inspec- tions or emergency inspections are required). The fee is based on the time it takes to administer and produce the permit as well as the time for inspec- tions and City vehicle usage. Section 8.66.050 of the San Bernardino 7 8 Municipal Code is hereby amended to read as follows: "8.66.050 Fees 9 The fees which will apply to permits for moving any building or oversize load on, over or across any public street, alley or place within the City will be established from time to time by the Mayor and Council by resolution." SECTION 2. Section 12.04.080 of the San Bernardino Municipal Code is hereby amended to read as follows: "12.04.080 Special deposits A. When the application to excavate and the details shown on the accompanying duplicate plats (when such plats are required) comply with the terms of this Chapter and the regulations of the City, the application and duplicate plats may be approved by the Director of Public Services. After such approval, the application and one of the duplicate plats shall be filed in the office of the Director of Public Services as a public record, together with either a security bond, as provided by Section 12.04.090, or a special deposit to cover the cost of repairing and resurfacing the public street, alley, or public place in accordance with a schedule of charges for replacement and repair of street surface excavated or damaged established by DAB/ses/street.ord March 21, 1990 1 1 the Mayor and Common Council by resolution. Such repair or 2 resurfacing shall be performed by the Director of Public 3 Services or his authorized agent. 4 B. The above-noted schedule of charges shall apply to the 5 total footage in anyone project whether the cut is parallel to 6 or at an angle from the centerline of the street. 7 C. Charges shall be based on the actual area cut in each 8 class of surfacing as outlined in subsections A through D of this 9 Section inclusive, and by resolution of the Mayor and Council. 10 Areas of different classes of surfacing will not be combined to 11 determine unit charges. Minimum charges will be used in each 12 case where quantities so indicate. 13 14 D. For any prospect holes a permit fee will be set by resolution of the Mayor and Council. Prior to any drilling an 15 application for the permit shall be submitted to the Public 16 Services Department accompanied by the permit fee and by maps or 17 legible copies of maps showing the areas to be drilled. In 18 addition to the permit fee a per hole fee set by the resolution 19 of the Mayor and Council will be billed after inventory of the 20 holes is completed. A separate permit will be required for each 21 day of drilling and each separate street upon which drilling is 23 22 to be conducted. SECTION 3. Section 12.08.030 of the San Bernardino 24 Municipal Code is hereby amended to read as followed: 25 "12.08.030 Fees 26 27 shall pay a fee therefor as established by the Mayor and Council Each applicant, before obtaining an encroachment permit 28 DAB/ses/street.ord March 21, 1990 2 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 1 by resolution." 2 SECTION 4. Section 13.08.105 is hereby added to the San 3 Bernardino Municipal Code to read as follows: 4 "13.08.105 Capping Sewer Laterals 5 a. The Director of Public Services is hereby authorized to 6 issue sewer capping permits upon the payment of a fee set 7 by resolution of the Mayor and Council. When a sewer 8 capping permit has been issued, the Department of Public 9 Services will schedule for capping and will cap the sewer lateral. The issuance of the permit gives the Department of Public Services the authority to enter onto the private property of the requesting party to perform the required work. b. Prior to issuing a demolition permit or a house or building moving permit, the Building and Safety Department must be provided a sewer capping receipt number." SECTION 5.
