STAFF REPORT
On January 22, 1990, authorization was given to execute an agreement for
consultant services with GFB Friederich & Associates, Inc., relative to the
proposed City Wide assessment district for street lighting and street sweeping.
On March 5, 1990, authorization was given to proceed with the formation of the
proposed district. Additional services are needed from the consultant to proceed
with the formation of the proposed district in a timely manner. These additional
services include the preparation of the proper maps and the Engineer's Report and
all pertinent research necessary to complete the report. Due to the size of the
district, which includes all territory within the City of San Bernardino, this
task could be more efficiently completed by using the consultant's services, and
is necessary to proceed in a timely manner. The cost for the additional services
will be $10,043.00. This amount will be paid by the City, but will be recovered
through assessment once the district is formed.
It is therefore recommended that the attached resolution be adopted, which
authorizes the execution of an amendment to the agreement between the City and
the consultant, increasing the scope of work to be performed and the amount to be
paid.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING
THE EXECUTION OF A FIRST AMENDMENT TO AN AGREEMENT WITH GFB-FRIEDERICH &,
ASSOCIATES, INC., FOR CONSULTANT SERVICES RELATIVE TO THE FORMATION OF A
CITY WIDE ASSESSMENT DISTRICT.
WHEREAS, on the 22nd day of January, 1990, Resolution No. 90-34
was adopted by the Mayor and Common Council of the City of San Bernardino,
authorizing the execution of an Agreement for Consultant Services with GFB-
FRIEDERICH & ASSOC.,INC, relative to the formation of a City-wide assessment
district; and
WHEREAS, additional services of the consultant are necessary for
the formation of said City-wide assessment district.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor is hereby authorized and directed to execute
on behalf of said City a First Amendment to an Agreement for Consultant
Services with GFB-FRIEDERICH & ASSOC. ,INC. relative to a City-wide
Assessment District for Street Lighting and Street Sweeping purposes, a copy
of which is attached hereto marked Exhibit "A", and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. This resolution is rescinded if the parties to the
First Amendment to an Agreement for Consulting Services fai I to execute it
within sixty (60) days of the passage of this resolution.

4 This FIRST AMENDMENT to an Agreement for Professional Services,
5 made and entered into this day of , 1990, by and
6 between the CITY OF SAN BERNARDINO, hereinafter referred to as the "CITY",
7 and GFB-FRIEDERICH & ASSOC., INC., hereinafter referred to as "CONSULTANT".

9 WITNESSETH
10 WHEREAS, City and Consultant have entered into an Agreement for
11 Professional Services executed on the 27th day of January, 1990, for
12 consulting services relative to the formation of a City-wide Assessment
13 District for Street Lighting and Street Sweeping; and
14 WHEREAS, the City desires to obtain additional professional
15 services for the formation of said Assessment District.
16 NOW, THEREFORE, it is mutually agreed, as follows:
17 SECTION 1. Section 5 , paragraph A of said Agreement for
18 Professional Service shall be amended as follows:
19 "The City shall reimburse the Consultant for actual cost's
20 (including labor costs, employee benefits, overhead, profit, other direct
21 and indirect costs) incurred by the Consultant in performance of the work,
22 in an amoWlt not to exceed $23,079.00 Actual costs shall not
23 exceed the estimated wage rates and other costs as set forth in Exhibit "3",
24 "ttached hereto and incorporat.ed herein as though set fo,"th in full."
25 SECTION 2. Exhibit "1" of said Agreement for Professional Services
26 shall be amended to add the following:
27 "5. Prepare the District BOWldary Map, District Diagram Map, and
28 Engineer's Report, and perform all relative research and data gathering."
