STAFF REPORT
Bids for replacement of the roof for the Thrifty
Building were opened at 2:00 p.m., Tuesday, 4-17-90. A total of
8 bids were received, ranging from $33,495.00 to $53,644.20.
The low bid of $33,495.00 is 23.0% under the Engineer's Estimate
of $43,500.00.
Listed below is an estimate of the total project cost,
based upon the actual low bid price:
Construction Contract $ 33,495
Engineering & Inspection (W.O. #1360) 3,000
Sub-Total $ 36,495
Contingencies (15%) :!: 5,505
TOTAL ESTIMATED PROJECT COST $ 42,000
An approximate amount of $600,000 has been provided by
the Redevelopment Agency to finance the cost for renovating the
Thrifty Building to serve as a City Hall Annex. All costs will
be collected under Account No. 048-029-59850, and billed to the
Redevelopment Agency. The list of required items of work to
renovate this building shows an amount of $40,000 for replacing
the roo f.
We recommend that a contract be awarded to the low
bidder.
URGENCY CLAUSE:
Replacement of the roof for the Thrifty Building is necessary to
prevent further water damage. Interior work is being deferred
until the roof is replaced, to insure against damage to the new
improvements. This contract needs to be awarded at the Council
meeting of 5-7-90, in order for the renovation to keep on
schedule.

RESOLUTION OF THE
CONTRACT TO J.J. ROOFING FOR
ANNEX (THRIFTY BUILDING).
CITY OF SAN BERNARDINO AWARDING A
REPLACING THE ROOF FOR THE CITY HALL

4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. J. J. Roofing is the lowest responsible bidder
6
for replacing the roof for the City Hall Annex (Thrifty
7
Building), at 245 North "E" Street, in accordance with Plan No.
8
8,074, for the Basic Bid in the amount of $33,495.00, and a
9
contract is awarded to said bidder accordingly, but such award
shall be effective only upon the contract being fully executed by
the parties; all other bids therefore are hereby rejected; and
the. Mayor is hereby authorized and directed to execute said
contract on behalf of the City; a copy of the contract is
attached hereto, marked Exhibit "A" and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution.
No
oral agreements,
amendments,
modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3.
This resolution is rescinded if the parties
to the contract fail to execute it within sixty (60) days of the
passage of this resolution.
