STAFF REPORT
The various contracts and agreements entered into by the City
for work to be performed require that when the work is completed a
determination be made that the work was done within the terms and
specifications of the contract or agreement. Usually a recommen-
dation to this effect is made by staff to the Mayor and Council and
the formal Council action approving and accepting the work merely
adds a time delay to the final determination. In most instances
there is no question that the work has been performed appropriately
and it seems to be a waste of the Mayor and Council's time to con-
sider these actions on the Agenda.
The proposed resolution would delegate such power to the City
Administrator in those instances where the contract is performed
within the terms and conditions specified in the approved contract.
If deviations are found these would still have to be considered by
the Mayor and Council.

RESOLUTION NO.
2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL DELEGATING TO
THE CITY ADMINISTRATOR THE AUTHORITY TO APPROVE AND ACCEPT WORK
3 DONE UNDER CONTRACT OR AGREEMENT WITH THE CITY.

WHEREAS, from time to time the Mayor and Common Council of
5 the City of San Bernardino enter into various contracts,
6 agreements and authorizations for work to benefit the City and
7 the citizens of the City of San Bernardino, and
8
WHEREAS, at the conclusion of such work it is necessary
9 that such work be approved and accepted,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common
11 Council of the City of San Bernardino that, unless specifically
12 provided otherwise, or unless contrary to law, the authority and
13 power to approve and accept such work which would otherwise be
14 the responsibility of the Mayor and Common Council is hereby
15 delegated to the City Administrator as long as such work is
16 conducted and concluded within the terms and specifications of
17 the contract, agreement or other authorization for work.
