STAFF REPORT
The Negative Declaration for Public Works Project No. 90-
14 was recommended for adoption by the Environmental Review
Committee at its meeting of 03-08-90.
A 21-day public review period was afforded from 03-15-90
to 04-04-90. No comments were received.
We recommend that the Negative Declaration be adopted and
a finding made that the project is consistent with the General
Plan.

NOTICE OF PREPARATION OF NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT
THE CITY OF SAN BERNARDINO proposes to adopt a Negative Declaration
for the following projects. The Environmental Review Committee
found th~t the project will not have a significant effect on the
environment on the basis of the Initial Study and mitigation
measures (If applicable).
8. PUBLIC WORKS PROJECT NO. 90-14 - To install a storm drain in
Redlands Boulevard, connecting the Waterman Avenue storm drain
to the Hunts Lane storm drain.
Copies of the Initial Study are available for public review at the
Planning Department, 300 North .0" Street, San Bernardino, CA
92418, and the Feldheym Library, 555 West 6th Street, San Ber-
nardino, CA. Any environmental comments you have should be
received in this office no later than 4:00 p.m., April 4, 1990.
If you do not respond in writing, we will assume that you have no
opinions and/or recommendations on the above projects.

C. Discussion

Mitigation
19. The project area is located within a liquefaction zone.
Because the project is not subject to Ordinance MC-676, a
liquefaction report is not required. If a major earthquake
was to occur, the sewer lines could rupture and discharge
into the ground. Because of the relatively small potential
magnitude of such a spill, the resultant environmental
impact would be minimal.
3b. The installation of a storm drain will alter the course or
flow of flood waters. However, the intent and design of a
storm drain is to reduce the potential damage due to flooding
through the redirection of flood waters. Therefore, no
negative impacts will result from the alteration of the
course or flow of flood waters.
5b. During construction, exterior noise levels are expected to
exceed 65 dB. Since the increase in noise levels will be
temporary, and because the hours of construction activity
will be limited by Municipal Code Section 8.54, the impact is
not considered to be significant.
9d. Due to construction activity on public streets, there will be
temporary alterations to present patterns of circulation. The
resultant impact shall be mitigated through the use of
traffic controls, such as barricades, flagmen and detours.
