That utilization of City crews and equipment and City Police personnel for assisting the Inland Empire Hispanic Chamber of Commerce in their Cinco de May Fiesta at Nunez Park be authorized. 2. That the expenses incurred by the use of City forces and equioment and Police Deoart- ment personnel in providing assistance to the Inland Empire Hispanic Chamber of Commerce for the Cinco de Mayo Fiesta at Nunez Park be waived. CITY OF SAN BERN6-.ADINO - REQUEST FOR COUNCIL ACTION AUTHORIZATION TO UTILIZE CITY STAFF REPORT FORCES AND EQUIPMENT, AND TO WAIVE THE COSTS INCURRED RELATIVE TO ASSISTING INLAND EMPIRE HISPANIC CHAMBER OF COMMERCE WITH THE CINCO DE MAYO FIESTA AT NUNEZ PARK. The Inland Empire Hispanic Chamber of Commerce has requested the use of Nunez Park for their annual Cinco de Mayo Fiesta. The Cham- ber estimates that approximately 50,000 local area citizens attend- ed the 3 day fiesta in 1989. The use of Nunez Park requires that equipment such as picnic tables, trash cans, bleachers, barricades and other various relat- ed items be added to the park. All this requires the use of City forces. In addition, crowd and traffic control during the festivities require additional man hours for the Police Department and the event requires the use of ballfield lights for security purposes. The costs are: Fees for equipment and facilities: Manpower costs: $ 2,605 8,468 TOTAL $11,073 The Chamber has requested that the fees and manpower costs incurr- ed by the City for assisting in the celebration be waived. The Chamber has been sponsoring this event for many years and the City has assisted during all such events. This activity has been extremely successful and beneficial in promoting Hispanic history and culture in our City. The benefits of the event for all City inhabitants are such that, as in previous years, and in other pre- viously approved activities, the costs incurred would be waived. Justification for Placement on the Supplemental Aqenda The request for waiver of fees and manpower costs was not received from the Inland Empire Hispanic Chamber until April 11, 1990. The event is scheduled to take place on May 4, 5, and 6 and the next scheduled Council Meeting is not until May 7, 1990. RAMOS, DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES SUBJECT: COSTS FOR CINCO DE MAYO DATE: April 12, 1990 COPIES: ------------------------------------------------------------- Following are fees involved for furnishing equipment and facilities at Nunez Park for the Cinco de Mayo celebration sponsored by the Inland Empire Hispanic Chamber of Commerce: Fees for Equipment and Facilities: 10 additional sets of bleachers 20 additional picnic tables 24 additional trash cans Ballfield light charges Use of Community Center Building Park Use Fee ($ 100 per day) Alcohol Waiver Permit $ 1,800.00 200.00 60.00 75.00 70.00 300.00 100.00 Total Fees $ 2,605.00 Manpower costs for Police Department $ 8,468.00 The above costs are the primary additional costs involved with this event. However, there are other incidental costs for manpower and equipment use by Public Services Department for barricades and refuse arrangements, Facilities Manage- ment Department for checking and repairing any electrical services, Fire Department for checking carnival equipment and other equipment used in the festivities and this depart- ment for arranging and re-arranging facilities and schedules to provide for use of Nunez by the chamber. The services by all these departments are necessary for preparing the facilities for the festivities, but there is no fee structure for such costs. It is estimated that the hours, equipment and materials involved would approximate an additional $2,000.
