'AND DESIGNATING A REPRESENTATIVE AND ALTERNATE AND .~LUTION NO. 90-45. ~ "" '..,.~....; . r., ~ BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: WHEREAS, Public Resources Code Section 40950 (A. B. 939: Stats. 1989) provides that on or before March 1, 1990, each county shall convene a task force to, among other things, assist in coordinating the development of city source reduction and recycling elements for integrated WHEREAS, the membership of the task determined by the Board of Supervisors and cities within the county which contain a population in the county: and ..'~.. - " WHEREAS, membership may include representatives of the solid waste industry, environmental organizations, general public, special districts, and affected governmental agencies: and WHEREAS, each city within the county is an affected governmental agency under A. B. 939. NOW, THEREFORE, BE IT RESOLVED THAT: SECTION 1. Approval is hereby given for the membership 22 of tn.. The Chairman of the Task Force shall be appointed from the membership of the Task Force by the Board of supervisors of the County of San Bernardino, and the Vice- Chairman shall be appointed from the membership of the Task Force by the city representatives on the Task Force. MILHISER City T~SUl1e'r March 26, 1990 Mayors/City Councilmen/City Managers: As I indicated in my memo sent March 12, I was attempting to set a meeting up between representative cities from the West End, East End, and High Desert regions of our county and one or two members of the Board of Supervisors. I solicited participation by any interested city. Late Wednesday and early Thursday of last week. this meeting was solidified and was held on Friday, March 23, 1990, at 10:00 a.m. in one of the conference rooms of the Board of Supervisors. Representatives from sixteen cities showed up and met with the only available supervisor, Supervisor Robert Hammock. After reviewing, for an hour and a half, all previous county proposals and the city proposal for the task force mandated by AB-939, it was mutually agreed that the attached resolution would mitigate to the greatest degree of satisfac- tion all the concerns of the 16 cities represented and Supervisor Hammock. Without going into details of the meeting and lengthy explanations of the five sections, I believe this is a creditable proposal. Accordingly, I am respect- fully urging that your City Council adopt this resolution. It was equally supported by representatives from the other fifteen cities represented at the meeting. Supervisor Hammock indicated he would bring this resolution to the Board of Supervisors. With this item put behind us, we, the cities and our County Board of Supervisors, will be allowed to move ahead to a much greater task of resolving our solid waste problem and meeting the mandate of AB 939.
