Recommended motion:
1. That the Director of Public Works/City Engineer and the City Clerk are
authorized to proceed with the proposed vacation of that North/South alley,
West of Waterman Avenue, between 27th Street and Alexander Street,
2. That Plan No. 8092, showing the proposed vacation of that North/South alley,
West of Waterman Avenue. between 27th Street and Alexander Street, be
approved.

STAFF REPORT
A request was received from Mrs. Freddie Spellacy, the owner of the property
located to the East of the area of proposed vacation, to vacate the North/South
alley in question. Mrs, Spellacy owns the entire parcel of land on the East
side of the alley. The office of Spellacy and Associates is located on the
Northerly portion of the property, and other commercial rentals on the Southerly
portion. The two properties on the West side of the alley both are improved with
single family residences, and Mrs, Spellacy is contacting them regarding the
proposed vacation. They have talked to her previously, about the problems with
speeders coming through the alley, unauthorized dumping of trash, loiterers, and
drug users.
Mrs. Spellacy is willing to gate the North and South ends of the alley, providing
the owners of the adjacent property, her tenants, utility companies, and
emergency services with keys for access to the alley.
Staff recommends that the Director of Public Works/City Engineer and the City
Clerk be authorized and directed to proceed with the proposed vacation of that
certain North/South alley, West of Waterman Avenue; between 27th Street and
Alexander Street,
