Synopsis of Previous Council action:
June 6, 1988 - Resolution No. 88-183 adopted awarding a contract to L. Barrios
& Associates for the low bid price of $42,000.
June 19, 1989- Change Order No. One to contract with L. Barrios & Associates
was approved to increase the contract cost to $56,317 and extend
the contract period to June 30, 1990.

That Change Order No. Two to the contract with L. Barrios & Associates, Inc., for
maintenance of Seccombe Lake Park, in accordance with Plan No. 7172 (1990-91), be
approved; to extend the contract for a period of one year, adjust the Contract Bid
prices by 6%, from $44,730 to $47,414, incorporate maintenance cost of $39,000
for the new Phase IB of Seccombe Lake Park, Incorporate Supplemental Items of Work
and Amendments to Special Provisions into the contract of $17,018 for a total of
$103,432.

The Special provisions provide that the contract may be "extended for up
to a one (1) year period, by mutual consent of the City and Contractor.
Also, that the bid prices will be adjusted by mutual agreement, based on
cost of living increase.
Contract Change Order No. Two extends the term of the contract for a one
year period, from July 1, 1990 to June 30, 1991, and increases the unit
bid prices by 6& (4.9% cost of living increase and 1.1.% increase for
paint, paint remover, etc. for graffiti removal).
Routine maintenance on a repetitive schedule was included in the original
contract. However, non-repetitive work such as replacement of trees,
ground cover and sprinkler heads, was not included in the Bid Schedule.
This means that these items must now be done by change order.
Certain types of plant material need to be replaced every 5-6 years.
Some plants and sprinkler heads are occasionally removed or damaged by
vandals. A schedule of Supplemental Items of Work is incorporated into
the contract by Change Order No. Two. The estimated cost of these
Supplemental Items is $17,018.
The supplemental items of work will only be done as directed by the Park
Projects Coordinator from the Department of Parks, Recreation and
Community Services. Therefore, the actual costs should be somewhat less
than the estimated cost.
Various amendments to the Special provisions are also incorporated into
the contract by Change Order No. One.
An amount of $103,432 has been included in the recommended 1990-91
Budget, under Account No. 001-388-53150, "PrOfessional/Contractual
Services", to finance the cost incurred for this contract.
Park Superintendent, Ed Yelton, and staff have reviewed Change Order No.
Two and recommends approval. Recommended approval is based on L. Barrios
& Associates letter of February 20, 1990 which contains 1990-91 prices
for the base bid, cost of living increase, supplemental items, and
maintenance cost for the new Phase IB of Seccombe Lake Park.

AMENDMENTS
To Special provision No. 7172 for maintenance of landscaping
and irrigation system in Seccombe Lake Sate Park Urban
Recreation Area.
In the Notice Inviting Bids, second page, third paragraph,
section 4590, the California Government Code is amended to
section 22300 of the California Public Contract Code.
The "Landscape Cost Estimating' is amended from 1985 edition
to current edition in the following locations:

17, 1989 change - Paragraph 10-1.01 to read as follows:
10-1.01 Supplemental Work - Any supplemental work done shall
be performed at the prices indicated in the "Supplemental
Items of Work Schedule". All supplemental work performed
shall be as directed by the Park Pro;ects Coordinator and
the Director of Parks, Recreation and community Services.

amended as follows:

tenance of Landscaping and Irrigation in Seccombe Lake
state Park Urban Recreation Area, are hereby incorporated
into and made a part of the contract documents.
