The orridor Beautification Committee of the Shaping Growth in
American Communities Project has begun to scope out a contract
for the development of a landscape master plan for the I-IO
corridor. As envisioned by the Committee, a consistent land-
scaping treatment or theme will be developed for the I-IO
corridor from Montclair to Yucaipa. Each community's gateway
off-ramps will be individualized to reflect that community's
unique identity.
The City of Fontana has been working with the landscape design
firm of Dike/Runa on improvements to the Sierra off-ramps. The
Committee has been impressed with the quality of Dike/Runa's
work and has asked them to submit a proposal for the corridor
master plan. The Committee also asked that the environmental
consulting firm of Dangermond and Associates join Dike/Runa on
this project to provide its expertise in drawing together the
many jurisdictions and agencies necessary to carry off this
complex project.
A copy of the proposed scope of work and a statement of the
qualifications of the consultants has been sent to your City
Manager. If you or your staff have any suggestions or any
modifications you would like to see in the scope of work,
please give me a call or fax your comments to the attention
of our City Manager, Gerald Johnson, at (714) 873-2921.
Each City along the corridor will be asked to contribute $1,000
towards the cost of preparing the master plan. The balance will
be paid from Proposition I funds (subject to SANBAG approval) .

The Corridor Beautification Committee has proposed that the cost
of installing the improved irrigation systems and landscaping be
funded from a combination of developer fees and special assess-
ments. New development along the freeway would be required to
pay a uniform landscape development impact fee.
Since existing development would also benefit from corridor
beautification, it would be inequitable to fund the improvements
solely from developer fees. Also, as a practical matter, if we
are to bond for the improvements, we will need a more reliable
income stream to pay debt service. To address this need, the
Committee has recommended that an assessment district be formed
under the Landscaping and Lighting Act of 1972. If this district
covered all property in each participating jurisdiction, the
annual assessment could be quite small ($4-$5 per parcel). The
assessment district could also cover maintenance and operating
costs, although it is anticipated that Caltrans will pay for
the maintenance of all but the most elaborate landscaping (e.g.
the gateway off-ramps) .
The Committee will be contracting with an assessment engineer
within the next few weeks to more fully develop this proposal.
The cost of this study will also be paid from Proposition I
funds (again subject to SANBAG approval). We will not be asking
you to contribute to the special assessment study.
To establish the development fee and assessment district, the
Committee has proposed the creation of a joint powers authority.
The County Counsel's Office is preparing the necssary legal
documents. These will be forwarded to you in the near future.
