In the original agreement, the start date for research services was November 1, 1989 with a completion date of December 15, 1989. Because of the administrative processing procedures required between the City and the University, the agreement was not com- pleted and signed by both parties until November 22, 1989; therefore, the start date for the delivery of services was changed to December 1, 1989 with a completion date of January 31, 1990. Thus far in the research, the evidence gathered has been inconclusive. The reseachers have become aware of a Journal of the San Bernardino Branch of the Church of Jesus Christ of Latter Day Saints which they feel will resolve the unanswered questions of the Seccombe Lake Park burials. Therefore, they have requested an extension of time to visit Salt Lake City, Utah to consult the Journal. Please see the attached letter of explanation from UCR Riverside for more information. It is recommended that the agreement delivery of work period be extended to rlarch 16, 1990 as requested. There is no additional cost to the City. '-' c.,; ;_. - _ ' -. ~ f"",r "::: ~ ~" Dear Mr. Boggs: As Principal Investigator of the Seccombe Park Burial Research Project, I and Kevin Hal1aran have determined through archival and record searches that the burials in question may indeed date from the Mormon Period of San Bernardino's history. The evidence (i.e., records, deeds, maps, etc.) gathered thus far from various Southern California archival repositories is, nevertheless, inconclusive. Furthermore we have recently become aware of the existence of yet another primary source's availability; one which should be consulted before any final determination regarding the burials is made. Therefore, Mr. Ha1laran and I request an extension to the present contract between the City of San Bernardino and the University of California, The extension would allow Mr. Hallaran to visit the archival collections of the Church of Jesus Christ of Latter Day Saints in Salt Lake City, Utah. Of particular interest to the research project would be Richard R. Hopkins' Journal of the San Bernardino Branch of the Church of Jesus Christ of Latter Dav Saints. Hopkins was the official recorder not only of the church, but of San Bernardino's first County Board of Supervisors. His manuscript journal, a day-to-day account of activities (both clerical and secular) in San Bernardino between 1851-1857. is an official church document and as such can only be viewed in Salt Lake, It is felt by both Mr. Hallaran and myself that the Hopkins manuscript offers the best hope of resolving the unanswered questions of the Seccombe Park burials. The project budget has been revised and is enclosed; it replaces Continuation Pages 9 and 10 in the original proposal. Travel expenses to Salt Lake and additional salary will not require any additional funding from the City of San Bernardino due to unspent monies from the original allocation. The contract extension period requested is 45 days, thus allowing sufficient time for the processing of this request, making arrangements with the Office of the L.D.S, Church Historian, arranging travel, and preparing and submitting the final report, . . It is the concern Mr. Hallaran and myself that. all possible avenues of research be travelled. And it is our sincere belief that if the provenience of the Seccombe Park burials is to be resolved, that resolution may well lie within the Hopkins journal. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AMENDMENT NO. 2 TO THE AGREEMENT WITH THE REGENTS OF THE UNIVERSITY OF CALIFORNIA RELATING TO THE CITY'S UTILIZATION OF HISTORICAL RESEARCH SERVICES BY THE UNIVERSITY RESEARCH OFFICE, TO REFLECT A PERFORMANCE AND DELIVERY OF WORK PERIOD BETWEEN DECEMBER 1, 1989 AND MARCH 16, 1990. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute on behalf of said city Amendment No. 2 to the agreement with the Regents of the University of California relating to the City's utilization of Historical Research Services by the University Research Office to reflect a performance and delivery of work period between December 1, 1989 and March 16, 1990, a copy of which is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. All other terms and conditions remain unchanged.
