ALTERNATIVE 1 ALTERNATIVE 2 ALTERNATIVE 3 P & D TECHNOLOGIES 1 2 4 6 8 INTRODUCTION: The work program for the Norton Air Force Base Re- Use Plan asks that staff prepare three alternatives from which Mayor and Council would select the one to be further studied. Presented on the following pages are 3 scenarios prepared by staff. P & D Technologies, the aviation consultant has also prepared a 4th scenario which is similar to Alternative 1 prepared by staff. The work which you see presented today incorporates the reports of the Public Works Department and the Building Section. Cooperation has been received from many other departments as well. 1 ALTERNATIVE 1 Using this alternative: -airport use would be less than 20% of its designed capacity -streets would remain at their current width which is 22' to 33' from curb to curb -there would be no redesign of existing street layout -buildings would be used "as is". CU ~ ~ 3 ALTERNATIVE 2 With this scenario: -airport usage would be increased -the transition from Del Rosa on the North to Tippecanoe on the South would be a major arterial street similar to University Parkway -Tippecanoe North of its intersection with Del Rosa would be left as a 33' width street -Other streets would be allowed to remain as they are unless they present an immediate problem -buildings whose design and usage fit the land use pattern would remain -Existing buildings which remain would be brought up to current codes and standards -New buildings would be required to meet current building codes and standards -the existing commissary building (100,000 sq. ft) would become the new airport terminal -Some greenbelt area would be required APPROXIMATE ACREAGE Airport related uses 1822 Ac Light Industrial uses 160 Ac Commercial Regional (CR-3) 261 Ac (Similar to tri-city area) Other Uses 45 ac (Golf Course, etc.) 4 . III I~J 'I CL>> 111111(11 :1 ~ , .. .il tdd 5 ALTERNATIVE 3 This alternative would: -maximize utilization of the airstrip -re-design the Tippecanoe/Del Rose transition as in alternative 2 -Tippecanoe North of its intersection with Del Rosa would be up-graded to a 64' width curb to curb. -Buildings would be replaced and the land re-cycled for an Office Industrial Park. An office Industrial park allows for commercial usage when they support other usage -This would be done in phases. The first phase would be the current barracks and commercial areas both in the Northeast and Northwest portion of the base. The next phase would be the warehouse area -A greenbelt would be planted along all arterial streets and along the safety zone. Orange trees may be planted in the Santa Ana River. Opague hedges approximately 6' in height would be used as the plantings. These would be of a low maintenance variety native to the area. -The existing commissary building would become the San Bernardino Regional Airport terminal.
