Communication between the Board and the cities on this issue has been negligible. MllHiSER CirvT<<l'olIW~ January 30, 1990 Mayor and Members of the City Council The lona soheduled meeting for January 29, 1990, was held last evening here in the City Hall complex of Ontario. The purpose of this meeting, as explained in my previous memoranda to you and your Council earlier this month, was to evaluate the impact of A6 939, known as "California Integrated Waste Management Aot of 1989." This piece of legislation spells out very clearly the responsibilities that eaoh City must assume in relation to their solid waste disposal. The Act speoifioally makes prov18ion for a task foroe to be agreed IJpon before both the County Board of' Supervisors and at least 50~ of the cities representing 50% of the population. Last night's mp.et1ng was devoted to considering the mechanism to set up the task farce for San Bernardino County. Enolosed you w111 find a resolution that is the reault of one and one-half hours of debate and deliberation by the representatives of' the 20 cities who participated last n1aht. Without exception each City present indicated their willingness and desire to be aotive in this county solid waste task force. Acknowledging that this is an ad hoo committee, the 20 San Bernardino County cities represented voted un~nlmou31y to reoommend to their individual City Councils at their next regularly soheduled meeting adoption of the enclosed resolution. Adoption 0:' this resolution by the cities so indicated would clearly establish the cities desired formula for sett.ing up the mandated task force. If you would be 80 kind as to have your City Clerk forward to me a certifiied oOPY of this resolution as 300n as possible after adoption, I will take them to the Board of Supervisors when this item is scheduled to be heard. We are trying to set the Board to delay their consideration until at least the 12th of February So that every City will have an opportunity to review and adopt thia reaolution. Snider Mayor RESOLUTION 1 2 RESOLUTION OF THE CITY MEMBERSHIP OF A SOLID WASTE TASK AND DESIGNATING A REPRESENTATIVE SAN BBRNARDINO. OF SAN BERNARDINO APPROVING FORCE REQUIRED UNDER A.B. 939 AND ALTERNATE FROM THE CITY OF 3 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, Section 409540 of-A. B. 939 provides that on or before March 1, 1990, each County shall convene a Task Force to assist in coordinating the development of city source reduction and recycling elements; and, WHEREAS, the membership of the Task Force shall be determined by the Board of supervisors and a majority of the cities within the county which contain a majority of the population in the county; and, WHEREAS, membership may include representatives of the solid waste industry, environmental organizations, general public, special districts, and affected governmental agencies; and, WHEREAS, each City within the county is an affected governmental agency under A.B. 939; NOW, THEREFORE, the City Council of the City of San Ber- nardino resolves as follows: SECTION 1. The City Council of the City of San Bernardino approves the membership of the Task Force required under section 409540 B. 939 only to consist of one of A. elected official, representative, who is from each an incorporated city within the county and one representative from each county supervisorial district, and provides that each representative may be represented in turn by an alternate who need not be an elected official; and, RESOLUTION APPROVING MEMBERSHIP OF A SOLID ~ASTE TASK FORCE REQUIRED UNDEr ~.B. 939 AND DESIGNATING A ~PRESENTATIVE AND ALTERNATE FRO, ~HE CITY OF SAN BERNARDINO. SECTION 2.
