ADINO - REQUEST F""A COUNCIL ACTION STAFF REPORT The sum of $8,000 has been allocated from Cultural Enhance- ment funds for expenses in connection with Black History Month. While not specifically spelled out in the organiza- tion's request, one of the principal events is the Black History Parade. This has been conducted many times in the past, and the City costs associated with it have been absorbed by the General Fund. The Black Culture Foundation is requesting the waiver of the fees for placing and retrieving barricades for the Parade ($760) and for the placement and use of bleachers and other items ($3,483). There will also be a cost of approximately $1,850 for Overtime for motorcycle/police unit escort, plus other incidental costs. There has been no definitive "charge" made for such services in the past: however, they represent Overtime expense to the Departments concerned, and available sources of funding should be addressed. Prior to the financing made available through development fees, these costs were considered miscellaneous General Fund expenditures. Now that specific funding is identified, it is felt appropriate that the real- dollar City costs for funded activities should be reflected and an award made on that basis ($14,093). The Ways and Means Committee has reviewed the feasibility of financing the direct City costs associated with Cultural Enhancement programs from eligible funds and feels these costs should be absorbed in the regular City Budget. This is a matter which should be reviewed at the time of considering the 1990-91 Budget and a policy decision made accordingly. 75.0264 City of San Bernardino REC'O. - !dJH!N. OFF. This waiver will assist the Black Culture Foundation, Inc. a non-profit organization, in sponsoring a drill competition of approximately 30 competing drill teams.
