STAFF REPORT

The SWAT Supervisors' Tactics and Management course focuses on response
to special threat incidents and the recommended responses and tactical
solutions that will embrace professional resolution of the incident. The
curriculum will include a review of major hostage barricade incidents
with emphasis on deployment, command, control, and tactics supported by
hostage negotiations. Major emphasis will also be placed upon the
standards and criteria for the selection of personnel, guidelines for
effective communications and selection of proper equipment and weapons,
management standards, training concepts and methodologies, tactical
alternatives for the SWAT Commander, the hostage negotiations process and
its impact, and civil liability issues.
Captain Don Levan and Lieutenant ,Jalnes G)^iggs may, due to the nature of
their respective assignments, playa significant role during a violent
barricade and/or hostage incident.
This particular course, which in all probability is the most
comprehensive of its kind, will arln our command level personnel with the
ability to identify criteria for selecting SWAT personnel; identify
criteria for selecting communications equipment, weapons, and SWAT gear;
implement management controls and safeguards in the daily SWAT
operations; design high-risk warra~t service operations; and protect the
interests of the City of San Bernardino and its police department.
The cost to the city will be $1,210.00. This includes tuition for the
program and all meals for the participants.
NOTE:
Both Captain Levan and Lieutenant Griggs were recently promoted into their
respective positions. This training is critical and there are no other
courses available for the next several months.
