STAFF REPORT
The Department of the Air Force prepared and distributed for
comment the "Draft Environmental Impact statement for the
Closure of Norton Air Force Base California" on November 15,
1989. Public hearings were held and also cable cast to the
community.
city Departments and Divisions have been provided copies of
the report for comment. The Planning, Engineering, and Water
Departments have provided comments which are attached. The
Police Department comments will be forwarded upon receipt.
The comment period ends January 8, 1990. In order to insure
timely presentation of our comments, they are brought forth
as recommendations for sending to the Air Force.
The comments being recommended are:
1. It is recognized that issues of clean-up of hazardous
waste are being deferred to the second (reuse) EIS (PV).
However, the city continues request specific action
plans including time frames for removal of hazardous
waste materials.
2. Four archeological sites have been identified with a
potential for 21 more sites, however, they have not been
located on any map of the base. The additional 21 sites
are listed for further study, but it would be helpful to
know what has been found, what if any restrictions might
be placed on the use of the area and the specific areas
identified.

I believe our primary concern must be the clean-up of the
various waste sites at Norton.
The sites contain a variety of waste products which include
hazardous wastes and wastes with low level radiation, as
well as uncompacted landfills and petroleum distillates. The
study to identify sites of asbestos has not been completed.
Many of these sites are located in the northwest, developed
portion of the base which contains dormitories, offices and
warehouses and others are in the northeast portion of the
base which presently contains recreational areas. (See
attached pages 3.11 and 3.13 for map locations.)
Because of the potential threat to the health and safety of
the persons who now or in the future will live, work and play
in this area, this clean-up should be expedited to the
maximum extent possible.
This cleanup would also improve the marketability of the base
for further re-use by business and industry.

We have reviewed the draft EIS Report for Norton Air Base and
have found it to be quite complete. There are a few minor
points that could use additional information or clarifica-
tion. Four archeological sites have been identified with a
potential for 21 more sites, however, they have not been
located on any map of the base. The additional 21 sites are
listed for further study, but it would be helpful to know
what has been found, what if any restrictions might be placed
on the use of the area and the specific areas identified.
Circulation is discussed, but without specific information on
the potential reuse of the area, no accurate projections of
future traffic can be made. Also, those charged with the
preparation of the EIS did not include the General Plan
proposed roadways the City has identified. While they need
only address current conditions and impacts, had they known
of potential new roadways, some comments may have changed.

Below are comments to the Environmental Impact Statement referenced
hereinabove:
3.2.1.2 INSTALLATION RESTORATION PROGRAM
Status of the Installation Restoration Program for Norton
AFB. Reference is made on page 3-7 that schedules for
setting of deadl ines for completion of the IRP are
contained in a formal lAG.
What are the agreed upon deadlines?
3.2.3.1 GROUNDWATER
A discussion on groundwater on page 3-24 indicated that
contaminates, both heavy metal (silver) and volatile
organic compounds appear in base wells and Gage Canal
wells. The data presented is from 1980-81 and shows that
TCE exceeds the MCL of 5ug/L. More current testing than
1980-81 should be available on the base wells and should
be reflected, and there is a MCL for perchloroethylene
of 4ug/L.
If the base water supply has volatile organic compounds
that exceed the MCL'S, is the water being served to base
personnel?
3.4.5.2 PUBLIC UTILITIES
The City of San Bernardino Water Department provides
water service to the Ballistic Missile Office on Mill
Street and a large water service which serves as a stand-
by water supply for the base.

on a reduction in the number of persons using the
groundwater as a source of drinking. Current groundwater
use should be 890 million gal/year to be consistent with
subsections 3.2.3.1 and 4.1.3. Additionally, a measure
calls for monitoring the contamination plumes to provide
early warning of significant changes. What is considered
significant?

The Police Department's comments are attached for your
review. Based on their comments, two additional comments are
recommended.
1. Hazardous waste removal from the Base is a serious
transportation issue. Local (City and/or County)
public safety offici~ls must be aware and
participate in planning the transporting of
hazardous waste materials over City streets.
2. It is recognized that the Air Force continues to
indicate the Base Housing located north of 3rd
street will remain as Base housing. The City is
concerned if the housing is released for sale.
Because the area does not meet City standards, the
potential for blight is significant.
It is recommended that these two comments be added to the six
in the staff report for forwarding by the City Administrator

Having read the Draft Environmental Impact Statement for the Closure
(Withdrawal of Units) of Norton Air Force Base, dated November 1989, we
have comments concerning two areas:
1. Transportation of hazardous substances from the base site to disposal
locations:
It is imperative that the police and fire departments are involved in
the selection of routes to be used by all contractors who will be
removing hazardous substances from the base through the City of San
Bernard i no. I t wi 11 also be important that all i nvo 1 ved contractors
use the same prescribed routes, so that the city is able to formulati
contingency plans in the case of an emergency involving any vehic1i:~
transporting these substances. r~

2. The eventual disposition of base housing located North of 3rd StreEi:~: E;

Though there is no mention of this subject in the draft of Novemb:er;7i
1989, it is important that it be mentioned from the beginnl:~g.o
Mishandling in the disposition of this military housing could ha~e a~
great adverse effect on the eventual development of the surrourfe'inq
property. The cons tr uct i on and 1 ayout of th is base hous i ng, if
converted to rental property by the private sector, would easily lend
itself to a bl i ghted area. If the air force pl ans to eventually
release this property, it would be imperative that the property be
managed by a public housing authority, so that standards as exist
today under military management would continue. This housing does
not lend itself to individual owner occupied usage. If the plan is
to sell the property to an investor from the private sector, we would
require stringent modifications and provisions in an attempt to
negate the properties deterioration to a blighted area.
We have not listed the change over of Norton employees commuting from San
Bernardino to March Air Force Base in Riverside as a concern, because it
is not. We have studied the information provided by the report and concur
that the impact on our surface routes will be minimal.
