Background: Hydraforce Inc. was the lowest responsive bidder to RFQ 04-014. All refuse trucks. backhoes, aerial lifts, and specialized equipment are equipped with numerous high- pressured hydraulic cylinders and fittings. Due to the closure of the Colton landfill and staffing shortages in the Refuse Division the refuse trucks have been used at a rate much higher than originally expected. This increased usage has caused a rise in cylinder failure; therefore Fleet staff is requesting an increase of $12,000 to the Annual purchase order for the remainder of FY 05/06. Financial Impact: A budget amendment of $12,000 increasing Fleet's Outside Vehicle Maintenance expenditure account is requested (635-341-5173). Because the Fleet Fund operates as an "internal service fund" all of Fleet's expenditures are charged back to city departments based on related usage. These charges will ultimately be charged back to the Refuse Fund as they are directly related to the Refuse operation, so the refuse budget will be amended accordingly. Recommendation: 1.) Adopt resolution. 2.) RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING AN INCREASE TO AN ANNUAL PURCHASE ORDER TO HYDRAFORCE INC., FOR THE MANUFACTURE AND REPAIR OF HYDRAULIC CYLINDERS AND SUPPLIES FOR THE PUBLIC SERVICES REFUSE FLEET, UTILIZED BY THE PUBLIC SERVICES DEPARTMENT FLEET DIVISION. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Hydraforce Inc. furnishes manufacture and repair services of hydraulic cylinders and supplies for the Public Services Refuse Fleet and was the lowest responsive bidder to RFQ 04-014. Pursuant to this determination, the Purchasing Manager is hereby authorized to issue an increase to an Annual Purchase Order, to Hydraforce Inc., for manufacture and repair services and supplies in an amount not to exceed $36,900 beginning in Fiscal Year 2005/2006. SECTION 2. The Purchase Order shall reference this Resolution No. 2006- and shall read, "Hydraforce Inc. for manufacture and repair of hydraulic cylinders", P.O. No. , not to exceed $36,900", and shall incorporate the terms and conditions of the Contract. SECTION 3.
