Backl!:round In 1982 the Police Department purchased a 16-foot GMC vehicle for use by the Police Department's Special Weapons and Tactics (SW A T)/Multiple Enforcement Team (MET). The vehicle was converted to carry essential SWAT and safety equipment needed to support operations on incidents involving barricaded suspects and hostage situations. The SWAT team, in 1982, was comprised of six members. Today, the team has over twenty members and much of their SWAT and safety equipment will not fit in the vehicle. Officers have to carry part of their specialized safety equipment in the trunks of patrol sedans or must load it into the vehicle before responding. The existing vehicle leaks during the rain. It has exceeded its expected IS-year life span, and simply cannot support the team. The SWAT team serves as the primary tactical response team for the San Bernardino Police Department and is the back-up tactical response team for the San Bernardino County Sheriffs Department. As such, the team must have a response vehicle that is capable of transporting equipment for the entire team to any part of the County of San Bernardino on a moment's notice. The City Fleet Department supports this replacement request. The aftermath of the 9-11 terrorist attacks has shifted the responsibility of Homeland Security to local government. Our SWAT team has been designated as the Police Department's first responder to known or suspected terrorist events and has received specialized training in responding to CBRNE (chemical, biological. radioactive, nuclear and explosive) incidents. The replacement SWAT vehicle needs to be able to store and transport both traditional SWAT equipment as well as CBRNE response equipment. In November 2005, the Finance Department publicly advertised a competitive bid (RFQ F06-08) for a replacement Freightliner vehicle. There were no responses to the bid. The Finance Department authorized the Police Department to meet with Los Angeles Freightliner of Fontana, California to negotiate a price for the specified vehicle. Staff met with Mr. Rudy Mari of Los Angeles Freightliner. The vehicle, as specified in the bid has a retail price of $84.564.00 (tax not included). After negotiating, Los Angeles Freightliner agreed to provide the vehicle as specified in the bid for $63,433.68 (tax not included). This is a 25% or $21,210.32 savings (before tax). It is recommended that the Mayor and City Council approve a selected source purchase for this negotiated price under San Bernardino Municipal Code Section 3.4.010.8.3 (Purchases approved by the Mayor and Common Council). During the early planning stages, staff met to develop bid specifications for the replacement SWAT vehicle, determine costs, and identify funding sources. The FY 2005 Homeland Security Grant was earmarked to fund the purchase of the base replacement vehicle while FY 2005 COPS Technology Grant funds was selected to cover the cost of converting the base vehicle for SWAT operations. Our regional COPS Technology Grant Coordinator gave tentative approval to use grant funds for this purpose, subject to final review and approval by the COPS Office Financial Unit. In August 2005, staff was notified by the COPS Office that grant funding could not be used to fund the conversion. At this juncture Police and Information Technology staff agreed to use grant funds to purchase 90 replacement computers for the Police Department to free up $60,000 in the Information Technology budget that could be used to partially fund the conversion. The Police Department used $11,500 in grant funds to purchase printers to free up additional General Fund monies for the conversion. The remaining $52,882.14 needed for the conversion will be derived from projected savings in the Police Department's Other Professional Services accounts in their approved FY 2005/06 budget. In 2001, the Police Department purchased a new mobile command post bus from Mattman Emergency Vehicles of Escondido, California. Today, the Hostage Negotiation Team (HNT) uses the command post as their primary field operations center during crisis intervention stand- offs. The mobile command post has custom communications and automation equipment that enables the SWAT and HNT teams to interact with dispatch and connect to a variety of essential criminal databases. Because the SWAT team works so closely with these specialty teams, their new van will need to connect to the automation and communications equipment in the mobile command post. Mattman Emergency Vehicles specializes in command post and SWAT vehicle construction. The Police Department believes that interoperability is absolutely essential to SWAT and HNT operations. Having Mattman Emergency Vehicles complete the conversion of the new SWAT truck will enable the Police Department to focus on one vendor for large scale emergency vehicle upgrades and long term maintenance of technology items used in the two vehicles. It is recommended that the Mayor and City Council approve a sole source purchase for this custom conversion under San Bernardino Municipal Code Section 3.4.01O.B.3 (Purchases approved by the Mayor and Common Council). Financial Impact The purchase cost of the replacement base truck and cargo container is $68,349.79. The cost of converting the base vehicle for S W A T operations is $124,382.14. The total cost of the project is $192,731.93. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Los Angeles Freightliner of Fontana, California is a selected source provider of a Freightliner van as specified in bid F06-08. That the Mayor and Common Council authorize an exemption from the regular bid process in accordance with Section 3.04.0 I O. Section B.3 of the San Bernardino Municipal Code. SECTION 2. That the Mayor and Common Council authorize the Purchasing \1anager to issue a purchase order for $68,349.79 to Los Angeles Freightliner, for the purchase of a Freightliner MT55 van with an 18-foot van body as outlined in bid F06-08 and Los Angeles Freightliner quote 38819/1. The purchase order shall reference the number of this resolution and shall read "Police Replacement MET Van. Los Angeles Freightliner Quote 38819/1. Not to exceed $68.349.79." SECTION 3. That Mattman Emergency Vehicles of Escondido, California is a selected source provider of a custom SWAT vehicle conversion to match the existing mobile command post bus made by Mattman Emergency Vehicles. That the Mayor and Common Council authorize an exemption from the regular bid process in accordance with Section 3.04.010. Section 8.3 of the San Bernardino Municipal Code. SECTION 4.
