Resolution of the City of San Bernardino authorizing the purchase of 7-t Motorola XTS 5000
portable radios
Background
In 1994 the Police Department purchased approximately 250 portable STX model radios Over
time many of these radios have developed a high failure rate. Repair for these STX radios have
become more difficult since the radios are out of production and because the vendor doesn't
carry any spare parts for these discontinued radios.
It is recommended that the Motorola XTS 5000 portable radios be purchased to replace the 1994
models Originally, 62 radios were being planned for replacement with the XTS 5000 radio
through existing grant sources However, Motorola has offered the PD a $400 per radio discount
if the new XTS 5000 radios are ordered by May nod This discount will allow the PD to
increase the purchase amount to 74 XTS 5000 radios Additionally, a thirty percent down
payment will need to be made in order to qualify for the discount This radio purchase qualifies
as an acceptable purchase under the grant guidelines
Motorola is the sole developer, seller, and distributor of radios that work on our City 800 MHz
radio system It is recommended that the City Council approve a sole source purchase for these
proprietary radios under San Bernardino Municipal Code Section 34.010.8.3 (Purchases
approved by the Mayor and Common Council)

The 74 XTS 5000 radios (with charger unit) will cost $216,60300 (Motorola Quote
XTS5000MAR 1306MB) $24,454 of the purchase will come ITom the grant account # 123-788-
5702, $94,328 of the purchase will come from the grant account # 123-789-5702 and $97,821 of
the purchase will come from the grant account #123-790-5702

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
PURCHASE OF 74 MOTOROLA XTS 5000 PORTABLE RADIOS.
SECTION 1. That Motorola Inc. is a selected source provider of 800 MHz radios.
That the Mayor and Common Council authorize an exemption from the regular bid process in
accordance with Section 3.04.010, Section B.3 of the San Bernardino Municipal Code.
SECTION 2. That the Mayor and Common Council authorize the Purchasing
Manager to issue a purchase order for $216,603.00 to Motorola Inc., for the purchase of 74
Motorola XTS 5000 portable radios. Quote XTS5000MAR1306MB. The Purchase Order shall
reference the number of this resolution and shall read "74 Motorola XIS 5000 portable radios.
Motorola Quote XTS5000MAR1306MB. Not to exceed $216,603.00."
