Background: The City of San Bernardino has approximately 630 road miles and approximately 1,300 curb miles. These road and curb miles produce approximately 3,000 tons a year of debris. The Public Services Department, Street Sweeping section operates three street sweeping vehicles four days a week. This allows the City's operation to sweep the City's residential, industrial and commercial areas once a month. The Public Services Department historically has used the County of San Bernardino landfills and Fourth Street Rock Crusher for street sweeper dumpsites. The street sweeper operation requires refuse bins to be placed along the scheduled streets for collection of debris. Historically, a majority of the street sweeper dumps are taken to Fourth Street Rock Crusher due to their location in San Bernardino, and cost of $25.00 per ton. The County of San Bernardino landfills are used less frequently due to their locations in Colton, Fontana, and Redlands and cost of $38.11 per ton. Fourth Street Rock Crusher recently submitted a letter to staff stating that the business has been sold and that street sweeper dumps will no longer be accepted at the site. Staff must now take street sweeper dumps to a County Landfill. The Public Services Department, Refuse Division currently has a purchase order with County of San Bernardino Solid Waste in the amount of $21,900.00. The current purchase order has $6,783.89 available for the remainder of this fiscal year. Currently staff is collecting an average of 287 tons of street sweeping debris a month. At the County of San Bernardino Solid Waste dump cost per ton of $38.11, the Public Services Department needs to increase the County of San Bernardino Solid Waste purchase order number 206447 by $38,000.00 for the remainder of this fiscal year. Funds are available in the Public Services Department; Refuse Division budget. Financial Impact: Funds for the increase of $38,000.00 are available in the Refuse Division, Street Sweeping budget, account number 527-414-5179, dump fees. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING AN INCREASE TO A PURCHASE ORDER TO COUNTY OF SAN BERNARDINO SOLID WASTE FOR STREET SWEEPER DUMPING BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That County of San Bernardino Solid Waste provides dumping services for City's street sweepers; pursuant to this determination the Purchasing Manager is hereby authorized to increase the purchase order to County of San Bernardino Solid Waste for an amount not to exceed $59,900.00. SECTION 2. The Purchase Order shall reference this Resolution No. 2006- _ and shall read, "County of San Bernardino Solid Waste street sweeper dumping services - Increase P.O. No. 206447 by an additional amount of $38,000.00, for a total amount not to exceed $59,900.00" and shall incorporate the terms and conditions of this Resolution. SECTION 3.
