Back!!round In 2004, the Police Department started an OTS grant funded test of handheld electronic traffic citation writing devices. In a joint effort with the San Bernardino County Superior Court, the goal of the project was to explore the feasibility of electronically transferring citation data to the court. This paperless processing of citation data will reduce processing time in the Traffic Unit and at the courthouse. After reviewing different devices, two handheld citation devices from Advanced Public Safety (APS), of Deerfield Beach. Florida were selected. APS worked directly with the San Bernardino Superior Court to produce an electronic citation that meets all of the court's requirements and the legal requirements of the California Judicial Council. The two devices have been in use by motorcycle officers of the San Bernardino Police Traffic Bureau for over a year. Over 1,000 citations have been written on the two devices. Citations can be read much easier and the court is almost ready to accept electronic transfers of citation data. The Police Department's 2005 COPS Technology Grant approved budget includes $50.000.00 in federal funds to purchase additional citation writing devices for the Traffic Unit. The San Bernardino County Law and Justice Group is providing local grant funding that will provide up to 515.000.00 towards the purchase of additional devices. The combined total of $65.000.00 in grant funding will purchase 13 devices. Ten devices will be assigned to the Traffic Unit to be issued to motor officers. The remaining three devices will be issued to patrol officers who write a high number of citations. APS is the sole developer. seller, and distributor of the "Pocket Citation" software. Other vendors can not produce legal software for this licensed public safety software. It is recommended that the City Council approve a sole source purchase for this proprietary software pursuit to San Bernardino Municipal Code Section 3.4.010.B.3 (Purchases approved by the Mayor and Common Council). Financial Impact The "Pocket Citation" software and related handheld equipment will cost 563.134.00. The first 550.000.00 has been budgeted in the COPS FY 2005 Technology Grant account # 123-788-5702. The remaining 513.134.00 will be funded by the San Bernardino County Law and Justice Group. The first 57.500.00 of the Law and Justice Group grant will be paid when the Police Department supplies purchase orders and payment receipts for the purchase. The Police Department will have up to two years to place the devices in operation to qualify for the second half of the Law and Justice Group grant payment. The Police Department expects to place the devices in service immediately and should have operational certification within three months of receiving the devices and software. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE PURCHASE OF 13 "POCKET CITATION" ELECTRONIC CITATION WRITING DEVICES FROM ADVANCED PUBLIC SAFETY (APS). BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Advanced Public Safety (APS) of Deerfield Beach, Florida is a selected source provider of electronic traffic citation writing software. That the Mayor and Common Council authorize an exemption from the regular bid process in accordance with Section 3.04.010, Section B.3 of the San Bernardino ~v1unicipal Code. SECTION 2. That the Mayor and Common Council authorize the City Manager to issue a purchase order for $63.134.00 to Advanced Public Safety (APS), for the purchase of 13 handheld traffic citation devices, software, and associated supply items as outlined in APS Quote 0063000000nLGK. The purchase order shall reference the number of this resolution and shall read "13 Pocket Citation Bundles. APS Quote 006300000022LGK. Not to exceed $63.134.00." /11 Ii' ill II! Iii 710 .
