Curtis & Sons in the amount of $41,699.25 for radio communication systems and remote push- to-talk kits. BACKGROUND On May 2, 2005, the Mayor and Common Council approved resolution #2005-100 authorizing the City of San Bernardino Fire Department to submit a budget detail worksheet for the Fiscal Year, 2005, Metropolitan Medical Response System Grant Program in the amount of $220,764. The budget detail worksheet requests funding for emergency medical supplies, training equipment, first responder equipment, and self-contained breathing apparatus equipment. Fire is requeilting authorization for the Director of Finance to issue a purchase order to L.N. Curtis & Sons for forty-three radio communication systems (RCS) and forty-three remote push- to-talk kits (RPTT). L.N. Curtis & Sons is the sole distributor of Survivair equipment in the Southern California area. Survivair is not the only manufacturer of breathing devices; however, Survivair is the exclusive brand used by the Fire Department, making compatibility essential. RCS and RPTT are components for our self-contained breathing apparatus (SCBA) that are used when entering an IDLH (Immediately Dangerous to Life and Health) environment. Radio communication failure is a leading cause of emergency ground injuries and fatalities. With RCS, fire captains are able to clearly and quickly relay vital information regarding the constantly and quickly changing conditions faced on the fire ground. RCS is a built in microphone and hearing device in the SCBA mask. The RCS works by plugging a cable into the radio and the other end into the SCBA mask. This allows the user to key the radio and speak. Currently, the user must key the microphone and shout through the lens of the mask and hope the recipient is able to understand what is being said. Respiratory protection is required to be worn in any atmosphere designated as immediately dangerous to life and health. In accordance with the City of San Bernardino Municipal Code Section 3.04.01OB (3) purchasing procedures for "selective source", we recommend that L.N. Curtis & Sons be issued a purchase order for forty-three RCS and forty-three RPTT. FINANCIAL IMPACT The total amount to be awarded to L.N. Curtis & Sons for RCS and RPTT is not-to-exceed $41,699.25. The Metropolitan Medical Response System Grant FY 2005 funds (123-705-5704) will be utilized for the procurement of the equipment. There is no financial impact to the General Fund. RECOMMENDA nON Adopt resolution. CURTIS & SONS IN THE AMOUNT OF $41,699.25 FOR RADIO COMMUNICATION SYSTEMS AND REMOTE PUSH-TO- TALK KITS. 4 5 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. That the Mayor and Common Council authorize the Director of Finance or 8 9 designee to issue a Purchase Order not to exceed $41,699.25 to L.N. Curtis & Sons, as a selected 10 source vendor for radio communication systems and remote push-to-talk kits; II SECTION 2. That L.N. Curtis & Sons is the only distributor ofSurvivair breathing 12 apparatus in the Southern California area and currently all breathing apparatus used by the Fire 13 Department is the Survivair brand, and furthermore, that the National Institute for Occupational 14 Safety and Health does not allow for the integration of different brands of equipment. such as 15 regulators, face masks, etc. 16 SECTION 3. This awarding of the purchase order to L.N. Curtis & Sons is based upon 17 criteria set forth under the "selected source" purchasing procedures of the City of San Bernardino 18 Municipal Code Section 3.04.010B (3). 19 SECTIO:'ll.t. The Purchase Order shall reference this Resolution and shall be issued to 20 21 L.N.
