13. Resolution of the City of San Bernardino approving a Services Agreement for
Professional Services with Stantec Consulting, Inc. (Stantec) to provide sewer
line capacity evaluations, including field flow tests and to make
recommendations for upgrades and improvements of sewer lines at various
locations in the City of San Bernardino, SW04-21, SW04-36, SW05-01, SW05-
02, SW05-05, SW05-06 and SW05-07, (City funded projects), and repealing
Resolution No. 2005-384. (See Attached) (Cost to the City -- $43,844.00 from

24. Establish the position of Human Resources Analyst and Reclassify the Personnel
Assistant position to Human Resources Technician in the Civil Service
Department.

Human Resources Analyst, Range 3467, $4,559-$5,541/month;
MOTION #2: That the Mayor and Common Council reclassify Personnel
Assistant position, Range 1394, $3,168-$3,850/month to Human
Resources Technician, Range 1362, $2,700-$3,282/month; and

MOTION #3: Authorize the Human Resources Department to update Resolution
Nos. 6413 and 97-244 to reflect these actions; and
MOTION #4: That the Director of Finance be authorized to amend the FY
2005/06 budget by increasing the Civil Service personnel budget
by $18,700 and increase the transfer from Refuse to the General
Fund by $9,400 and increase the General Fund expenditure
savings credit by $9,300.

sewer system to require compliance with Federal and State Wastewater
Standards and adopting an Enforcement Response Plan establishing appropriate
responses and penalties to non-compliant users who discharge non-domestic
wastewater to the San Bernardino Water Reclamation Plant. (See Attached)

Chapter 13.32 of the San Bernardino Municipal Code entitled

certain development impact fees; and
MOTION #2: That the Mayor and Common Council approve in concept the
proposed new and adjusted development impact fees as outlined
in Attachment A of the staff report dated January 26, 2006, from
Fred Wilson, City Administrator; and
MOTION #3: That staff be directed to prepare the appropriate resolution(s)
and/or ordinance(s) to implement the proposed new and adjusted

The Mayor and Common Council/Community Development Commission may

Commission. However, no other action shall be taken nor discussion held by
the Mayor and Common Council/Community Development Commission on any
item which does not appear on the agenda unless the action is otherwise
authorized in accordance with the provisions of subdivision (b) of Section
54954.2 of the Government Code.
Public comments will not be received on any item on the agenda when a public
hearing has been conducted and closed.
