Description) Salarv/Benefits Finance: Council Notes: 3!ro/Ob t f' Agenda Item NO.~ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Salary adjustment for the positions in the Building Inspector series, Planner series, and the Plans Examiner, add additional staff to the Planning Division, and create the position of Planning Aide in the Development Services Department. Backl!round: The Development Services Department has been experiencing an ongoing problem with retention of qualified staff members in the Building and Safety Division. Since the year 2000, the Development Services Department has had a 100% turnover in the position of Building Inspector II. This has been extremely detrimental to the Department because it comes at a time when the level of construction activity in the City has dramatically increased. While the inspectors departing the City for other jurisdictions had an average of7.6 years of experience, the average experience of applicants hired to replace them has been only five (5) months. Based on past experience and training it takes approximately 3-5 years of work experience for an entry level inspector to develop the knowledge base and skills required to meet the demands of this position. The Department's lack of experienced Building Inspectors' severely limits its ability to meet the demands of the development community. In addition to meeting the increased demands of the development community, the City has an obligation to protect the public's health and safety through adequate enforcement of buildings, plumbing, electrical, mechanical and other codes. Attracting applicants with more years of experience will assist in meeting these demands. Current City employees are being enticed to apply for positions in other governmental agencies due to benefit packages. Our seasoned employees are looking for a total compensation package, which includes a competitive salary and enhanced retirement and health benefits. Buildinl! Inspectors: The Human Resources Department completed a survey of surrounding agencies and has determined that the position of Building Inspector II is below market. In an effort to remain competitive and entice employees to remain with the City of San Bernardino, Human Resources is recommending that the salary range for the Building Inspector series receive a 7.5% increase. This will place salaries in line with the County of San Bernardino, which has been a main competitor for qualified Building Inspectors. Plans Examiner: Since 1999 the City has seen a 100% turnover of personnel lost to other jurisdictions and replaced with entry level candidates. Our current employees have an average of 3.2 years of plan check experience; however, they are being enticed by other jurisdictions, once again due to enhanced benefits and higher salaries. In an effort to attract new employees and retain current employees, it is recommended that the Plans Examiner, based on a salary survey of surrounding agencies, receive an 11 % salary increase. The Fire Plans Examiner and Senior Plans Examiner would also be adjusted to maintain appropriate internal salary di fferentials. Planninl! Aide: The Development Services Department is recommending the position of Planning Aide be established to provide a training ground and upward mobility within the Planner series. This position will allow less experienced applicants an opportunity to learn the field with an opportunity to advance into the Assistant Planner classification ifhe/she meets the minimum qualifications and is recommended by the Department. This opportunity is being proposed in an effort to resolve the recruitment issues associated with the Planner positions. Planner positions as a whole continue to be in high demand with all agencies. This past year the position of Associate Planner was left open for recruitment for a period offour (4) months. During this time the City received only 15 applications and through the testing process resulted in fewer than ten (10) applicants to interview. Of the ten applicants, only three came to the interview, and one applicant did not meet the minimum qualifications. Each time the department finds itself with the same concern, not a large pool of applicants from which to choose. Offering this new progressive position will reach an applicant pool that has not been previously available to the Department and will provide a system to "grow our own" planners from within the organization. Associate Planner: Planning staff was successful in bringing the Updated General Plan forward for adoption in 2005 and is preparing amendments to the Development Code to implement new General Plan policies for adoption in 2006. In 2005, over 200 applications for major development projects were submitted for review and approval. Major development projects include conditional use permits, development permits, parcel maps, tentative tract maps, variances, appeals, amendments to the General Plan and/or Development Code, specific plans, and development agreements. Major development projects are subject to the California Environmental Quality Act, which requires an analysis of potential impacts (air quality, traffic, biological resources, etc.). In addition the projects are subject to the Permit Streamlining Act, with the exception of amendments to the General Plan and/or Development Code and specific plans, and the City is required to make a determination within six months of the submittal of a complete application. Staff is required to provide written findings to support approval or denial of the plan and with the increased amount of applicants, the response is running closer to the six- month deadline. Adding staff will assist in processing the applications in a more timely fashion which continues to be a challenge at current staffing levels. In addition to the Major Development Projects, the department received over 400 applications for Minor Development Projects in 2005. Examples include lot line adjustments, minor modifications/exceptions, landscape plans, plan checks, restaurant ABC license applications, temporary use permits, and home occupation permits. Although this process is more streamlined, with the limited staff it is considered a time consuming process. While both the Assistant Planner and Associate Planner are tasked with major and routine Development projects, the Associate Planner is given time sensitive and more complex projects in addition to providing guidance to the Assistant Planner in completing projects. Human Resources is recommending that the position of Associate Planner be moved into the Middle Management Bargaining group and that the Planner series receive a five percent (5%) increase to assist with recruitment/retention and to move the positions slightly above average in the job market. The goal of these adjustments is to facilitate the filling of the department's current vacancies, and to retain experienced employees. Financial Impact: . Move the position of Associate Planner from General Unit to Mid-Management Unit. Currently the Department has three (3) budgeted positions. The change in bargaining group will result in a benefit increase of $2,282 per employee. Total annual cost is $6,846. . Add one (1) Associate Planner - New Range 2476, $4768-$5796 Salary $57,216 Benefits 16.159 Total $73,375 · Create two (2) Planning Aides - New Range 1405, $3346-$4067 Salary $41,154 Benefits 11.588 Total $52,742 $52,742 x 2 employees = $105,484 . . Employees who hold the position of Building Inspector I, Building Inspector II, Building Inspector III, Senior Building Inspector, Plans Examiner, Fire Plans Examiner, Senior Plans Examiner, Assistant Planner, Associate Planner, Senior Planner, and Principal Planner will be placed at the step closest to their currently monthly salary. The range increase will allow employees to receive increases through their annual step and merit increases. Step and merit increase dates will not be changed with the approval of the salary adjustment. Annual cost is estimated at $238,500 and if approved these costs will be included in the FY 2006-07 budget. Due to delays in recruiting and filling positions the cost for FY 2005-06 are expected to be minimal and will be absorbed in the current budget. For the past several months, staff has been working on a comprehensive update to Development Service's permit and processing fees, most of which have not been updated in many years. It is anticipated that a revised fee schedule will be presented to the Ways and Means Committee in March 2006. The new fees are expected to provide revenues in excess of the new costs associated with this action. Recommendation: 1. Specifications are not intended to reflect all duties performed within the job. SUMMARY DESCRIPTION Under supervision, inspects new and existing buildings, structures and facilities for compliance with codes, ordinances, and building plans; enforces ordinances, codes and laws relating to the construction, use, occupancy and maintenance of buildings and facilities; and performs related work as required. ORGANIZATIONAL RELATIONSHIPS The class of Building Inspector I is the entry level in the building inspection series. Supervision is received from supervisory classes within the assigned City Department. Upon successful completion of obtaining an ICBO certification as a Building Inspector and attaining the necessary experience as a Building Inspector I, and approval of the department head, the incumbent will be reclassified to a Building Inspector II. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: 1. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Performs on-site inspections of new and existing structures and facilities to determine compliance With adopted building codes (i.e. building, plumbing, electrical. mechanical. housing. etc.) zoning regulatIons, applicable laws. ordinances and the approved plans; performs periodic and systematic inspections during the various phases of construction, from grading a foundation through final inspectIOn approval. 3. Assists in reviewing blueprints and specifications to ensure project conformity; issues inspection approvals; ensures that all required inspections are obtained, and that applicable requirements are met prior to issuance of final inspection approvals and certificates of occupancy. 4. Enforces policies and procedures established by the division manager; utilizes sound judgment in interpreting code requirements. 5. Investigates complaints and violations as assigned; performs research: assists in revIewing grant deeds and parcel maps to determine property ownership; prepares written reports and correspondence: completes and maintains inspection records, logs, reports and files; calculates fees and issues permits as assigned. 6. Issues, when appropriate, correction notices, stop work orders, notices of violation, orders to abate, and citations to offending parties; explains code requirements and necessary corrective measures to members of the public and works cooperatively to obtain compliance. 7. Attends meetings and administrative hearings. and provides court testimony, as required; requests, with supervisor's approval. assistance from other divisions, departments, and outside agencies; assists in the preparation of affidavits, warrants and returns, complaints, and other court documents. 8. Attends and participates in seminars, workshops and meetings: stays abreast of new trends and innovations in the field of building inspection. 9. Operates City vehicles, two-way radios, and computer systems. 10. Routinely adheres to and maintains a positive attitude towards City and Department goals. II. Performs related work as required. Additional education or experience may be substituted to meet either requirement on a 30 semester units equals one year basis. License or Certificate: Successful candidates must obtain ICBO certification as a Building Inspector within one year of appointment. Possession of a valid Class "C" California Drivers' License is required. For out-of state applicants, a valid driver's license is required. License or Certificate: Successful candidates must possess an lCBO certification as a Building Inspector upon appointment and obtain a Combination Dwelling Inspector certification within one year of appointment. SUMMARY DESCRIPTION ('J Under close general supervision, to perform entry level technical and para-professional work in the field of urban planning and zoning administration; and to perform related work as required. This is the para-professional class in the Planning Series. Incumbents in this class are initially considered to be in a training status and work assignments are generally limited in scope. Employees in this class may be rotated throughout the Planning Department's various divisions in order to gain experience in the various aspects of planning. As experience is gained, incumbents are expected to perform more complex tasks and assignments of limited to moderate difficulty within the design and framework established by higher level management staff. As experience is acquired, the employee performs with increasing independence. ORGANIZATION RELATIONSHIPS The class of Planning Aide is an entry-level professional staff planner in the planning series, working under the supervision of the Director, Principle Planner, and/or Senior Planner. REPRESENT A TIVE DUTIES The following duties are typical for positions in this classification. A ny single position may not perform all of these duties andlor may perform similar related duties not listed here: I. Assist in the analysis and interpretation of social, economic, population, and land use data and trends; assist in the preparation of written reports on various planning and environmental matters. 2. Compile basic information and make recommendations on special studies of a limited scope. 3. Research and draft ordinances for review with supervisor. 4. Review basic re-zoning, variances, conditional use permits, design review, and other similar planning related applications; assist with preparing legal notices to public hearings; assist with preparing reports pertaining to advisability and permissibility of the requests; confer with property mmers and petitioners regarding effect and implications of zoning and development actions. S. Review basic building plans and other development related applications, for conformance with appropriate regulations and conditions or approval for a specific case. 6. Assist the general public by providing basic information on zoning and General Plan matters and development-related case processing information.
