BACKGROUND Specialty enforcement units such as MET and Vice-Narcotics are issued threat level III ballistic vests for use during tactical operations involving heavily armed or barricaded subjects. Each vest is under warranty for a maximum period of 5 years and must be replaced to ensure officer safety and reduce potential liability to the City. Vests currendy in use by the MET unit were issued in 2001 and are nearing the end of their warranty period. Vice-Narcotics officer vests are being upgraded from threat level II to threat level III protection due to the increasing number of high risk 'entries' and tactical operations they conduct. The Police Department conducted research and developed bid specifications for threat level III ballistic vests for both MET and Vice-Narcotics officers. On January 12,2006 notices of invitations for bids (F-06-18) were forwarded to (6) vendors, the Chamber of Commerce and posted on the City of San Bernardino web page. On January 31, 2006 five (5) vendors submitted bid responses; Aardvark Tactical Inc., P ACA, Adamson Police Equipment, Protective Products and TSSI. P ACA and Protective Products submitted bids for vests that did not meet the minimum bid specifications. Adamson Police Equipment and TSSI submitted "No Bid" on all or part of the ballistic vest components. Aardvark Tactical Inc. was the only vendor to submit a complete bid for Pro-Tech ballistic vest components as specified. Aardvark Tactical Inc. bid the following threat level III ballistic vests which include the Molle attachment system for additional protection of the throat, groin and upper arm. Both vests are similar in design however the Vice-Narcotics vests are designed with a zipper for speed and ease of application. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the Purchasing Manager is hereby authorized and directed to issue a purchase order to Aardvark Tactical Inc. located in Azusa, CA, in an amount not to exceed $77,540 for threat level III ballistic vests per bid F-06-18.
