BACKGROUND: In August of 1996, an application was filed with the Local Agency Formation Commission (LAFCO) by Warner Engineering for an expansion of the City's Sphere of Influence in the Arrowhead Springs area. The application, referenced as LAFCO 2813, was filed on behalf of the property owner, Campus Crusade for Christ. The expansion involved two non-contiguous areas, one consisting of 842 acres and the other, 279 acres. On October 7, 1996, the "Factors of Consideration" relative to the sphere expansion was approved, and filed with LAFCO as part of the expansion proceedings. The expansion proposal was approved by LAFCO on October 16, 1996. The purpose of the sphere expansion was to create a planning study area for future development of this site. The proposed developer of this site is Thomas Thornburgh of American Development Group. A study was completed by The Planning Center, a consultant for the City, and the Arrowhead Springs Specific Plan was prepared and approved on November I, 2005. Authorization was also given at that time to initiate the filing for annexation of Arrowhead Springs. Several months were needed by the consultant to prepare the necessary documents needed for the annexation, including maps and legal descriptions. These are now complete and are ready to file with LAFCO. The application documents are on file in the office of the City Clerk. The proposed annexation consist of 1,538 acres. Portions of the proposed annexation include areas that were previously in the City's Sphere prior to 1996 and also, the area of the Arrowhead Springs Specific Plan includes some territory already in the City limits. The Arrowhead Springs Specific Plan proposal for development of this site includes 1350 residential units; 1,044,646 square feet of existing and new commercial and office use; 199 acres 18 hole golf course; reuse of the historic Arrowhead Springs Hotel; a new 300 room hotel; a new and reuse of existing conference center; and the reuse and expansion of the historic Arrowhead Springs spa/resort. During staff review of the application documents, it was discovered that there is a 3.45 acre parcel that was included in the Specific Plan and is included in the annexation proposal, but was not a part of the sphere expansion in 1996. As a result, a sphere expansion must also be filed with LAFCO to include the 3.45 acre parcel, thus making the annexation consistent with the Specific Plan. The application for the sphere expansion is also on file in the office of the City Clerk. Both proposals will be reviewed and processed by LAFCO concurrently, however, the sphere expansion must be approved prior to the annexation being approved. Staff Report - Continued The attached resolution, if approved, will be filed with LAFCO, together with the application documents, and will initiate the expansion and annexation proceedings. FINANCIAL IMPACT. There will be no immediate financial impact as a result of this application. However, the financial impact of development of this area after completion of the annexation process, has been addressed in detail in the financial analysis, which is a part of the application. Application is hereby made to the Local Agency Formation Commission of the County of San Bernardino to initiate proceedings for the expansion of the Sphere of Influence of the City of San Bernardino, and to initiate proceedings for the annexation of unincorporated territory located in the Arrowhead Springs area, generally northerly and northeasterly of State Highway 18 and Old Waterman Canyon Road, more specifically shown on and described in said Exhibit "A" and Exhibit "B", as to the expansion of the Sphere of Influence, and shown in and described in said Exhibit "C" and "D" , as to the annexation, to be known as City of San Bernardino Annexation No. 360. SECTION 2.
