Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino awarding a
Purchase Order in the amount of $38,495 to Lobby Traffic Systems for the replacement of chain
link material on backstops and foul line fences located at Nunez Park and Nicholson Park.
Background:
The backstops and foul line fences located at Nunez Park and Nicholson Park are approximately
30 years old. The fields are used heavily by youth and adult leagues. The backstops and the foul
line fences have become safety hazards with large holes or cut sections in the chain link material.
Annually, park staff makes repairs to the damaged sections of the chain link fence, and support
poles.
Parks, Recreation and Community Services Department prepared the appropriate specifications
and the purchasing division of the Finance Department published and furnished request for
quotation (RFQ) documents. RFQ documents were advertised in the Sun Newspaper, San
Bernardino Chamber of Commerce and City web site. Proposals were publicly opened and
declared on October 5,2005.

Financial Impact:
Funding for the backstop and foul line replacement is from Prop. 40 Per Capita State Grant
Program. The project is included in the 2005-06 crp budget as PR05-09. The estimated budget
for this project is $73,800. The cost of this project is $38,495.
Recommendation:
Adopt Resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Lobby Traffic Systems is the lowest and best responsible bidder for

the replacement of chain link material on backstops and foul line fences for a total of $ 38,495.

Pursuant to this determination the issuance of a purchase order by the Purchasing Manager to
Lobby Traffic Systems in the amount of $38,495 is hereby authorized and all other quotations
therefore are hereby rejected.
SECTION 2.
The authorization to execute the above referenced Purchase Order is
rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
