Background: In early 2002, the City entered into an agreement, No. 53-R946, with BNSF and the State Department of Transportation (Caltrans) to widen Palm Avenue in the vicinity of the BNFS tracks to compliment the relocation of the crossing gates and the installation of a third Transcontinental track. The original agreement called for the project to be completed by December 31, 2003 or funding for the project would be revoked. The deadline was extended once by Caltrans to December 31, 2004. The deadline was further extended to December 31, 2005, only due to the City Engineer's commitment to have the project complete by December 31, 2005. Caltrans recently agreed to the extension, but made it clear that no further extensions would be granted. The crossing gates have been relocated at a cost of approximately $317,000. The project must be awarded in order to maintain funding from the State. On August 15, 2005, the Mayor and Common Council allocated funds, as part of the FY 2005/06 Capital Improvement Program (CIP), for Street Widening Improvements on Palm Avenue at BNSF Railroad Grade Crossing North of Cajon Boulevard (SS 04-04), per Plan No. 11354. Prices have increased dramatically, subsequent to the Katrina hurricane. These increases were not anticipated at the time the original engineer's estimate was calculated. This project consists of the following: 1. Removal of existing worn asphalt, grading, filling of soil to the level of the new tracts. 2. Construction ofPCC curbs, medians, X-gutters and sidewalks. 3. Striping of the northbound lane to allow 2 lanes of traffic. 4. Replacement of roadway conditions that were disturbed by the project and installation of the automatic warning arms in the median by BNSF. The plans and specifications for this project have been completed and bids were received on September 27, 2005. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Bid Board, Construction Data Hot Sheet, Reed Construction Data and Bid America, Construction Bid Source, the City's web sites, and with the San Bernardino Area Chamber of Commerce.
