Dept: Public Services Date October 11, 2005 Meeting Date: October 17, 2005 Synopsis of Previous Council Action: Recommended Motion: Adopt Resolution ;;:~ Signature ~ Contact person: Ken Fischer, Director Phone: 5140 Supporting data attached: Yes Ward: All FUNDING REQUIREMENTS: Amount: $1,707,300.00 Source: See Attached Exhibit 1 Finance: Council Notes:.q. 3r~ ~- /;DOS- ~ c:r J b' 111o( Agenda Item No. 3 D CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: A resolution authorizing purchase orders to Matich Corporation and Vulcan Materials Cal/Mat Division for supply materials, equipment and labor for roadway pavement repairs for a combined total of the two purchase orders not to exceed $1,707,300.00 Background: As part of an overall emphasis on street repair and maintenance activities within the current fiscal year, the Public Services Department, Street Division, in conjunction with Development Services, has developed a joint departmental strategy to rehabilitate certain streets. On major street resurfacing efforts, the strategy utilizes Street Division crews to perform street surface preparation, sweeping, placement, leveling, rolling, traffic control and hauling of recycling debris generated by the cold-milling process. Private contractors are used to provide the asphalt and equipment rental when needed. Matich Corporation and Vulcan Materials Cal/Mat Division are the only two asphalt manufacturers located in the City of San Bernardino and have provided the necessary materials for several years. They are both considered a select source for these services and each vendor is used according to availability of specified pavement materials on the date of the project. Matich is the primary supplier with a large fleet for delivery and provides the necessary equipment. Vulcan is the secondary source with no fleet for delivery and can provide little amount of necessary equipment needed. Rates for services provided by the contractors are within industry standard. Financial Impact: Funds for these purchase orders are included in the FY 2005-2006 Capital Improvement Program (CIP) budget. Exhibit 1, attached provides a list of the specific projects and account numbers. The Public Services Department is currently requesting these purchase orders for part of the FY 2005-2006 CIP and will come back to Council after a bid process for supply materials, equipment and labor is completed for the remaining CIP projects. Recommendation: Adopt resolution. ...... . 1 2 3 4 5 6 7 8 9 10 11 RESOLUTION NO. t~~1f RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF AN BERNARDINO AUTHORIZING PURCHASE ORDERS TO MATICH ORPORATION AND VULCAN MATERIAL I CALMAT DIVISION TO SUPPLY ATERIALS, EQUIPMENT AND LABOR FOR ROADWAY PAVEMENT REPAIRS FOR USE BY THE PUBLIC SERVICES STREET DIVISION FOR CIP PROJECTS. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY F SAN BERNARDINO AS FOLLOWS: SECTION 1. That Matich Corporation and Vulcan Materials / Cal Mat Division provide materials for City street repairs; pursuant to this determination the Purchasing Manager is hereby authorized to issue purchase orders to Matich Corporation and Vulcan Materials / Cal Mat Division in a total combined amount not to exceed 12 $1,707,300.00. 13 14 SECTION 2. The Purchase Orders shall reference this Resolution No. 2005- _ and shall read, "Matich Corporation and Vulcan Materials / Cal Mat Division, 15 -16 materials for roadway pavement repair for a total amount not to exceed $1,707,300.00 17 and shall incorporate the terms and conditions of this Resolution. 18 SECTION 3. The authorization to execute the above referenced Purchase 19 Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
