Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino ratifying the
submittal of a Community Foundation Grant Application in the amount of $6,535 from the
Community Foundation Serving Riverside and San Bernardino Counties for the Senior
Companion Program (SCP) and authorizing the Director of Parks, Recreation and Community
Services to administer the grant funding.
Background:
This grant opportunity will provide funding for two (2) Senior Companions in the Victor Valley,
service area, chosen and specified by the donor, The Willmas Charitable Trust Fund. If this
Community Foundation Grant funding is awarded, the Senior Companion Program Federal grant
funding will be reallocated to fund two (2) new Companions to serve City of San Bernardino
residents.
The City of San Bernardino is currently the only agency in the County that provides Senior
Companion Program (SCP) services. This department has managed a Federal grant for the City
of San Bernardino senior population since 1975. The Senior Companion Program's Federal grant
requires our department to serve under served senior citizens in San Bernardino County;
therefore, the Community Foundation Grant is subsidizing the Victorville program by providing
stipends for (2) Companions.
The Senior Companion Program Manager has received and administered funds from The
Community Foundation since 2001. The part-time Coordinator of Volunteers for SCP recruits,
screens, trains, assigns and supervises volunteers in this area. Services are provided to senior
adults who are alone, isolated, disabled or frail that choose to remain in their own homes instead
of being placed in institutional facilities. SCP recruits, trains, and assigns eligible volunteers
who receive a small non-taxable stipend to provide in-home services such as grocery shopping,
meal preparation, transportation to doctor appointments and to pick up medicine, providing
companionship, reading, writing, assisting with home management and establishing a trusting,
caring relationship.
Another very important benefit of this program is cost effectiveness. The annual cost for two
Companions is approximately $6,500; this amount includes the cost for meals, stipends, and
recognition. The Title I1I-B Contract through the County of San Bernardino Department of Adult
and Aging Services (DAAS) for Assisted Transportation that was approved by Mayor and
Common Council on 7-18-05 provides the transportation costs for the Companions and will
include these two new Companions. Therefore, no additional funds will be required from the
City to implement two new Companions through this donation.
One Companion serves at least four (4) clients every week. Most clients are Medi-Cal eligible
and therefore would be covered for convalescent hospital residency, which would be paid by the
taxpayer at a cost of $40,000 each per year, if Companion services were not available. Many
seniors in this area are at risk of premature institutionalization if they do not receive personal, in-
home services. According to San Bernardino County statistics, more than 33% of the total
population in the Victor Valley area are seniors.
The Director of Community Relations and Grant Programs at the Community Foundation
recommended that the Senior Companion Program receive these funds.
Financial Impact:
There will be no financial impact to the General Fund.

Organization MissionlPurpose:The program's mission is twofold: 1) to provide
opportunities to low-income seniors to remain active in their communities by providing
personal in-home services to less fortuntate adults and 2) allow these at-risk adults to
remain in their own homes, thus maintaining their independence and dignity.
Organizational Background: This program was established 30 years ago and hIlS grown
from 40 to 70 Companions serving clients in the Inland Empire, Victor Valley and
Morongo Basin. In 20M, sixty-nine Companions provided 68,139 hours of personal
service to 552 clients.
Services, Programs, and Activities: Serviees provided include companionship, reading,
writing, meal-preparation, grocery shopping, transportation to medical appointments,
personal errands, etc. Aceomplishments: There are over 200 of these programs in all
states. This program has earned high regard at local, state, regional and national levels
and is the one used as a model for other communities. The Program Manager is in her
20lh year of service and has trained others at the national level. Current otJeriDgs:
Seventy Companions are each providing 20 hours of service weekly to over 300 clients.
Grant Request: Purpose: To increase the services to more clients in the Victorville area
by recruiting, training and assigning 2 additional Companions. Need: At the present
time, there are 70 potential clients on the program's waiting list the Victor VaUey.

clients each week and would pay fur their stipends, meals, uniforms and recognition.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the Mayor and Common Council of the City of San Bernardino
ratify the submittal of a Community Foundation Grant Application in the amount of $6,535
from the Community Foundation serving Riverside and San Bernardino Counties for the Senior
Companion Program (SCP) and authorizing the Director of Parks, Recreation and Community
Services to administer the grant funding, a copy of which is attached hereto, marked Exhibit
"An and incorporated herein by reference as fully as though set forth at length.
SECTION 2. The authorization granted hereunder shall expire and be void and of no
further effect if the agreement is not executed by both parties and returned to the office of the
City Clerk within one hundred twenty (120) days following the effective date of the resolution.
