Description) Meter Fee Reimbursement University Heights Park Finance: Council Notes: ql~. ~ 0 t~.r-, ~4 7 Agenda Item No. ~Lj 'blt1' D~ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino authorizing reimbursement of costs incurred by GFRlCentury Homes for installation of a 2-inch water meter and architectural conceptual landscape drawings for a new City park in the University Heights development. Background: GFRlCentury Homes purchased land from the Economic Development Agency and developed 107 single family residences known as University Heights, a subdivision located at the southeast comer of Norma Lane and Stephanie Avenue. Approximately 23,600 square feet of the purchased land was deeded to the City of San Bernardino to develop a public pocket park known as University Heights Park. The park is abutting the landscaped open space greenbelt identified as Lot "A". At the time of permitting, the developer was required by the Municipal Water Department to install a 2-inch water meter to support the public park in addition to the 2" water meter required to support the adjacent LMD open space greenbelt property. This resulted in savings to the City in negotiating with the developer to have the water lines and meters for both the park and greenbelt installed at the same time. As a result, the City is obligated to reimburse the developer for this cost, as the sole purpose of the water meter is to support the irrigation needs of the public park. In addition, an economy of savings was achieved in the cost of architectural drawings by the developer contracting with a design firm to develop landscape architectural plans for both Lot "A" and Lot "B" and the City reimbursing a proportionate share of this design cost for Lot "B". This arrangement provided a seamless design for the two properties resulting in the appearance of one integrated park. Architerra Design Group prepared the landscape plans. Architectural conceptual Landscape drawings 2-inch water meter (paid to the City's Water Dept.) $ 8,926.08 $32,760.00 TOTAL $41,686.08 This project was approved in the 2005-2010 CIP as project #PR04-42. Lot "A" and Lot "B" of tract No. 15407 were conveyed by a quitclaim deed dated April 28, 2003, from the Redevelopment Agency of the City of San Bernardino, to the City of San Bernardino. Lot "A" is included in a Landscape Maintenance District (LMD) funded from revenue generated from Tract No. 15047 and (Lot "B") was accepted by the City for use as a public park. Financial Impact: Item was approved in the CIP budget for 2005/2006 on September 14, 2005, in resolution No. 2005-287. Recommendation: Adopt Resolution. ,. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino hereby authorizes and directs the Parks, Recreation and Community Services Department to pay the amount of$41,686.08 on behalf of said City to GFRlCentury Homes for Architectural Conceptual Landscape Drawings and the cost of the fee paid to the City's Water Department for installation of a 2-inch Water Meter to provide irrigation for the public park that is being developed for University Heights Park subdivision of the southeast corner of Norma Lane and Stephanie A venue.
