Staff Report
Subject:
A resolution authorizing the execution of a purchase order to Fairview Ford for two used
Crown Victoria sedans to be utilized by the Police Department Homicide Investigations
unit.
Background:
The Homicide Investigation unit is currently using vehicles that have been rolled down
from Police Patrol cars and have excessive miles on them due to their high usage.
These units have become an economic burden to maintain.
Fleet staff have located two vehicles that have been returned from a short-term lease,
they are both 2005 model Crown Victoria sedans with less than 12,000 miles. Both
vehicles are under factory warranty for 3 years/36,000 miles. Fleet staff have
negotiated pricing as follows: 1) 2005 Ford Crown Victoria sedan $17,020.65,
2) 2005 Crown Victoria sedan $17,401.01 for a total price of $34,421.66 including tax.
Both vehicles "Kelly Blue Book" price is listed at over $23,000, Fleet staff has inspected
these vehicles and it is the Fleet Manager's opinion that this is an excellent opportunity
for the City.
Attached for your review are price quotes, and vehicle specifications.
(See exhibits 1 & 2)
Section 3.04.0701, Negotiated Purchases states: "At the discretion of the City
Administrator, the Purchasing Agent may authorize the purchase of technical or
specialized supplies or equipment by competitive negotiations when such a method of
purchase would be more advantageous to the City, and anyone of the following
conditions exists:"
1. "The supplies or equipment are such that suitable technical or performance
specifications are not readily available;"
2. "The City is not able to develop descriptive specifications; or"
3. "The quality of the supplies and equipment cannot be accurately determined by
reference to their specifications alone."
As these are used vehicles and specific technical specifications cannot be developed
for a competitive bid, they meet both #1 and #2 of the above stated purchasing code
conditions. Staff is therefore recommending approval of a purchase order in the amount
of $34,421.66 to Fairview Ford of San Bernardino for two usee' - - - .. 0

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO FAIRVIEW FORD FOR TWO USED FORD CROWN VICTORIA SEDANS TO BE
UTILIZED BY THE POLICE DEPARTMENT.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Fairview Ford submitted the lowest quote for the negotiated
purchase of two used 2005 Ford Crown Victoria sedans in the total amount of
9 $34,421.66. Pursuant to this determination the Purchasing Manager is hereby

authorized to issue a purchase order to Fairview Ford in the amount of $34,421.66.
SECTION 2. The Purchase Order shall reference this Resolution No.2005-_
and shall read, "Fairview Ford - Purchase of two used 2005 Ford Crown Victoria
sedans" P.O. not to exceed $34,421.66 and shall incorporate the terms and conditions
of the purchase order.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
