Description: Street Maintenance f)" _ Finance: Council Notes: ~.J.aO~ -3/g Agenda Item No.-13-- if /11/05 STAFF REPORT CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Subject: Authorization to implement a Residential Parking Permit Program in front of the single-family residences located on Golden Avenue between Holly Vista Boulevard and Lynwood Drive. Background: The City has received numerous complaints relative to on-street parking on the segment of Golden A venue between Holly Vista Boulevard and Lynwood Drive. The complaints are from the residents of the single-family residential units located within this area. An apartment complex is also located within this area. The residents/visitors of the apartment complex are alleged to frequently park on the street in front of the complainants' homes. The parking is alleged to create several problems for the residents such as littering, and long term parking, which reduces the parking opportunities for the complainants. The problems are exacerbated on weekends and overnight. Additionally, due to the parked vehicles, residents are frequently unable to place their garbage cans out for pick-up. A possible resolution to this situation is the implementation of a "Residential Parking Permit" program on Golden Avenue between Holly Vista Boulevard and Lynwood Drive. The restriction would only be implemented in front of the single-family residences, which are located within the following limits: . East side of Golden Avenue between Holly Vista Boulevard and 365 feet north of Holly Vista Boulevard. · West side of Golden Avenue between Holly Vista Boulevard and 500 feet north of Holly Vista Boulevard. Basically, the program entails prohibiting on-street parking; however, residents of the restricted areas would be exempt from the parking prohibition provided that they display a parking permit/placard issued by the City. Per the Municipal Code, up to four permits would be issued per residence; however, additional permits may be issued (for one day) so that guests can park on the street for special events. Failure to display the parking permit may result in the issuance of a parking citation. However, staff feels that for this type of program to be successful, an overwhelming amount of support is needed from the affected residents. Therefore, a petition requesting a "Residential Parking Permit" program was prepared by staff and circulated by a resident of the area. A representative of all fourteen (14) of the single-family residences signed the petition agreeing to the installation of the "Residential Parking Permit" program. In view of the support demonstrated for the proposed "Residential Parking Permit" program, staff recommends that it be implemented in front of the single-family residences on Golden Avenue as following: 2 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT - Continued · Golden A venue between Holly Vista Boulevard and 365 feet north of Holly Vista Boulevard, applicable to the east-side only. · Golden Avenue between Holly Vista Boulevard and 500 feet north of Holly Vista Boulevard, applicable to the west-side only. Staff therefore recommends that the attached Resolution be approved authorizing the implementation of a "Residential Parking Permit" program on the above-referenced street segments. Financial Impact: The estimated cost of $ 1,800.00 for installing the "No Parking" signs will come from Account No. 001-402-5111 (Street Maintenance).
