Staff Report
SUBJECT:
Resolution authorizing the execution of a purchase order to Fairview Ford of San
Bernardino for two 2006 Ford F-650 chassis with an 8 cubic yard refuse body and
CNG conversion to be utilized by the Refuse Division.
BACKGROUND:
These two units will be used throughout the City for special pick-ups, bulky items and in
the narrow alleyways and streets where a full size truck cannot be used as they will be
equipped with cart tippers for use with the automated containers. Staff demonstrated
several different manufacturers on the city refuse routes, during this demo period it was
determined that the "Wayne Super 8" equipped with the Perkins rotary tipper was the
best unit for the City at the best price.
Due to the specialized nature of this equipment there are no local vendors able to
supply it. However, Fleet staff has negotiated with Fairview Ford of San Bernardino to
be the primary vendor for this purchase. The vehicles and subsequent build up will be
purchased through Fairview Ford for a total amount of $297,530.68 including tax.
Fairview will use sub-contractors, Ray Gaskin Service of Baldwin Park for the
installation of the refuse body, and Complete Coach Works of Riverside for the
conversion to CNG (compressed natural gas), as required by SCAQMD rule 1193.
Attached for your review is the quote from Fairview Ford, Ray Gaskin Service, and
Complete Coach Works. (see exhibits 1, 2, & 3).
FINANCIAL IMPACT:
Funds for the lease payments will be budgeted in accounts 527-412-5803, and 527-
413-5803 starting in the FY 06/07 Refuse Division budget. One lease payment will be
due in FY 05-06 of about $33,000.00. The total length of the lease purchase will be five
years.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO FAIRVIEW FORD FOR TWO 2006 F-6S0 CHASSIS COMPLETE WITH EIGHT (8)
CUBIC YARD REFUSE REAR LOADER BODY AND CNG CONVERSION; AND
AUTHORIZING THE PURCHASING MANAGER TO SOLICIT LEASE-PURCHASE
RATE QUOTES AND AWARD A LEASE-PURCHASE TO THE LOWEST
RESPONSIBLE LEASING COMPANY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Fairview Ford has offered a negotiated purchase price of
$148,765.34 including tax for each Year 2006 F-650 chassis and refuse body with
CNG conversion purchased. Pursuant to this determination the Purchasing Manager is
hereby authorized to issue a purchase order to Fairview Ford of San Bernardino, in the
amount of $297,530.68, which will facilitate the procurement of the two (2) vehicles;
and authorize the Purchasing Manager to solicit as needed, lease-purchase rate
quotes under existing Master Lease Agreements and to award a lease-purchase to the
lowest responsible leasing company.

SECTION 2. The Purchase Order shall reference this Resolution No. 2005-_
and shall read, "Purchase of two (2) Year 2006 Ford F-650 chassis with eight (8)
Cubic yard Refuse body and CNG conversion, P.O. not to exceed $297,530.68" and
shall incorporate the terms and conditions of the Contract.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
