Back2round: Development Services staff received a request, via the Council Office, from the residents of the area surrounding the intersection of Palm Avenue and Verdemont Drive. The requestors feel that installation of a 4-way stop at this intersection will enhance traffic safety in this area. Both of the referenced streets are classified as local, residential streets within this area. Consequently, the request was evaluated in accordance with City's Administrative Policy for Stop Sign Installation. The requestors circulated a petition that was prepared by staff and signed by residents in the vicinity of the intersection. Traffic Engineering section staff evaluated the request. Pursuant to the evaluation, staff has determined that this intersection meets Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when sixty (60%) percent of the residents located within six-hundred (600) feet of the proposed stop signs, sign a petition agreeing to their installation and that at least two other criteria are met. In this case, criteria B-2 and B-3 are met. Part B-2 of the warrants is met when the two intersecting streets do not meet at right angles. Part B-3 of the warrant is met when one or more of the streets leading to the intersection is at a grade of more than 5 % percent. In this case, the south leg is at a 11.35 percent grade. Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends the installation of a 4-way stop at the intersection of Palm Avenue at Verdemont Drive. The attached Resolution contains the following corrections: Subsection "13.7A (Palm Avenue) is being updated to reflect current field conditions and to take into account stop signs that are being installed as part of the development now under construction on the northeast corner of Palm Avenue and Verdemont Drive. The same is true for Subsection 21.4 (Verdemont Drive), however, in this case the City will need to install a new stop sign on the northbound approach to Huntington Drive and Verdemont Drive. The developer has already installed a stop sign on the southbound approach to this intersection and it is recommended, for consistency, that the City do the same for northbound traffic. Financial Impact: The estimated cost of $1,250.00 for installing the new stop signs will come from Account No. 001-402- 5111 (Street Maintenance). DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND ESTABLISHING A FOUR-WAY STOP AT THE INTERSECTION OF PALM A VENUE AT VERDE MONT DRIVE. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1: Resolution No. 655, which designates certain streets, or portions thereof, as through highways, Section One is amended by amending Subsection (13.7A) IRVINGTON A VENUE to read as follows: "(13.7A) PALM AVENUE (VERDE MONT) (A) From Cajon Boulevard to and Including Melvin Avenue. (B) At its intersection with Cajon Boulevard (4-Way Stop). (C) At its intersection with Kendall Drive/I-215 Ramps (4-Way Stop), except vehicles travelling westbound and turning north from the 1-215 Freeway off-ramp. (D) At its intersection with Belmont Avenue (4-Way Stop).
