STAFF REPORT SUBJECT Resolution authorizing the City of San Bernardino Fire Department to extend the Agreement with the County of San Bernardino to provide fire protection and paramedic services to County unincorporated areas within the City of San Bernardino's sphere of influence from July 1, 2005, through June 30, 2006. BACKGROUND On December 7, 1998, the Mayor and Common Council authorized the execution of an agreement with the County of San Bernardino. The agreement was to provide fire protection and paramedic services to County unincorporated areas located within the City of San Bernardino's sphere of influence. Since that time, there have been several successor agreements that have continued the same service delivery to those areas by our Fire Department. The County of San Bernardino Fire Department has requested that the San Bernardino City Fire Department continue to provide fire protection and paramedic services to County unincorporated areas located within the City of San Bernardino's sphere of influence (attachment A). There are eight (8) San Bernardino County unincorporated areas, more commonly referred to as "county islands", located within the City of San Bernardino's sphere of influence. On July 6, 2004, the Fire Department presented a study session to the Mayor and Common Council that addressed this agreement. From that meeting, the Mayor directed the Fire Chief to reconvene the Fire Department Response Standards Ad Hoc Committee to study the issues surrounding this agreement and make recommendations to the Mayor and Common Council. After several months of study, the Fire Department Response Standards Ad Hoc Committee made recommendations to the Mayor and Common Council on March 21, 2005. One of the recommendations was for the Mayor to approach County government for adequate funding to maintain the service level in both City and County areas. Subsequently, a letter was sent to Supervisor Josie Gonzales that summarized our concern and to recommend a meeting (attachment B). That meeting has been set for the latter part of August 2005. It will most likely take a few months for the County and City's governing bodies to agree upon new terms of the agreement. However, on June 30, 2005, the one-year extension contract to provide service to the County islands expired. Therefore, the Fire Department is requesting approval to enter into a successor one-year agreement from July 1, 2005, through June 30, 2006, and to amend section 6 of Agreement 01-738 to include this extension. FINANCIAL IMP ACT The estimated revenue to be received for services rendered per the agreement is $250,000. There is no increase from the previous year. This revenue has been budgeted in FY 2005/2006. Third Street San Bernardino, CA 92410 RE: Agreement Between County Service Area 38, Improvement Zone L, and the City of San Bernardino for Fire Protection, Emergency Medical Services, and Automatic Aid This letter is a follow-up to our recent discussions regarding an extension of the Agreement between County Service Area 38, Improvement Zone L, and the City of San Bernardino for fire protection, emergency medical services, and automatic aid. Originally, on July 10, 2001, the Board of Supervisors approved the existing Agreement, effective July 1, 2001 thru June 30, 2003, in the amount of $250,000 per year. As per the terms of the Agreement, both parties may mutually agree to extend the Agreement for an additional one-year period on the same terms and conditions. On September 14, 2004, the Board of Supervisors approved an additional one-year period extension effective July 1, 2004 thru June 30, 2005. o The terms and conditions of the existing Agreement, which expired on June 3D, 2005, have been reviewed, The San Bernardino City Fire Department and the San Bernardino County Consolidated Fire District have mutually agreed that the City will continue to provide fire protection, emergency medical services, and automatic aid to areas within CSA 38, Zone L, for an additional one-year period. The extension of service delivery will commence July 1, 2005 thru June 30, 2006, under the same terms and conditions of the existing contract that expired June 30, 2005, As a written record of the one-year extension, please sign and date (2) original copies of the attached signature page.
