Background: Fleet staff have identified a South Coast Air Quality Management District, Mobile Source Air Pollution Reduction Committee (MSRC) program that will allow the City Of San Bernardino participation in the MSRC Diesel Exhaust After -Treatment Retrofit Program. This MSRC program offers to fund 100% of the cost of purchasing and installation of California Air Resources Board (CARB) - verified diesel filter, up to a maximum of $8,500 per vehicle. On October 4, 2004 the Mayor and Common Council approved Resolution 2004-320 ratifying submittal of the grant application to the MSRC. On February 22,2005 Fleet was notified that the MSRC had approved our proposal and subsequent award of $150,000 for the purchase and installation of (18) additional filters, (see attachment 1). The Finance Department has assigned account # 123-749-5173 to the Diesel Exhaust Retrofit Program, this grant offers a 100% reimbursement to the City for this purchase. On September 7,2004 the Mayor and Common Council approved Resolution 2004-281 authorizing a purchase order to Filter Supply Company of Corona, for furnishing and installation of particulate traps on eight (8) Refuse trucks to meet the 10% quota of the City's fleet of 1988 to 2002 engine models. These additional eighteen units will be "above and beyond" the CARB requirement, and are of the same "Best available control technology" (BACT) to meet the requirements of the Diesel engines currently in use. Filter Supply Company submitted the lowest quote in 2004, and has held the price for the City for this purchase to $8,011.98 per unit, (see attachment 2). Financial Impact: Funds for this request are available in Account No. 123-749-5173, Diesel Exhaust Retrofit Program. These funds will be reimbursed 100% by the MSRC grant upon completion of the project. Congratulations on the success of your MSRC proposal and subsequent award offunds in the am?unt of $ 150,000. Since the FY 2004-05 Diesel Exhaust Aftertreatrnent Program was oversubscribed on the first day that applications were accepted, your award is the $150,000 maximum allowed per entity under the funding criteria established by the MSRC for this program. You may apply the award monies to fund seventeen devices fully, or you may opt to retrofit more vehicles at a lower per-vehicle cost to the MSRC. Please communicate your preferred approach in writing by March 15, 2005 in order to facilitate development of a proposed contract. Please be advised that your organization must provide documentation designating appropriate signatory authority on behalf of the agency, corporation, partnership, LLC, etc., and attest that said signature is empowered to contract on behalf of contractor in both an operational and financial capacity and to legally bind contractor. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Filter Supply Company furnishes the equipment and installation of diesel particulate filter systems and submitted the lowest quote to comply with the California Air Resources Board requirements for Diesel Refuse trucks. Pursuant to this determination the Purchasing Manager is hereby authorized to issue a purchase order to Filter Supply Company in the amount of $144,215.64. SECTION 2.
