CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to establish a 4-Way Stop at the intersection of Little League Drive and Belmont Avenue. Backeround: Development Services staff received a request, from the residents of the area surrounding the intersection of Little League Drive and Belmont Avenue. The requestors feel that installation of a 4- way stop at this intersection will enhance traffic safety in this area. Belmont A venue is classified as local residential streets within this area. Little League Drive is classified as a Secondary Arterial Street, however, it only carries approximately 1,850 vehicles within at this intersection~ consequently, the request was evaluated in accordance with City's Administrative Policy for Stop Sign Installation. The requestors circulated a petition that was prepared by staff and signed by residents in the vicinity of the intersection. Traffic Engineering section staff evaluated the request. Pursuant to the evaluation, staff has determined that this intersection meets Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when sixty (60%) percent of the residents located within six-hundred (600) feet of the proposed stop signs, sign a petition agreeing to their installation and that at least two other criteria are met. In this case, criteria B-1 and B-5 are met. Part B-1 of the warrant is met when a school is located within six hundred (600) feet of the intersection and the intersection is on the suggested route to school. In this case, North Verdemont School is located on the northeast comer of the intersection. Part B-5 is met when the intersection is abutting a park, major shopping center or other high pedestrian use facility. In this case, Al Guhin Park, the Blast Soccer Complex, the Western Regional Headquarters, North Verdemont Elementary School, and Cesar Chavez Middle School (scheduled to open next fall) are all located near this intersection. Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends the installation of a 4-way stop at the intersection of Little League Drive and Belmont A venue. The attached Resolution contains a correction as following: Subsection 9.2 (Little League Drive) was rewritten to include the existing 2-way stop at the intersection of Meyers Road and Little League Drive. Financial Imoact: The estimated cost of $1,000.00 for installing the new stop signs will come from Account No. 001- 402-5111 (Street Maintenance). Recommendation: Adopt Resolution. 2 . BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1: Resolution No. 655, \vhich designates certain streets, or portions thereof, as through highways, Section One is amended by amending Subsection (1.7) BELMONT A VEl\TUE to read as follows: "( 1.7) BELMONT AVENUE (A) From Little League Drive to Pine Avenue. SECTION 2: Resolution No. 655, which designates certain streets, or portions thereof, as through highways, Section One is amended by amending Subsection (9.2) LITTLE LEAGUE DRIVE to read as follows: "(9.2) LITTLE LEAGUE DRIVE (A) From Kendall Drive, south of the 1-215, to and including Meyers Road.
