CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: A resolution authorizing an increase to an Annual Purchase Order, to Star Auto Parts for the purchase of automotive parts and supplies utilized by the Public Services Department, Fleet Division. Background: On June 16,2003 the Mayor and Common Council approved Resolution 2003-134 authorizing $90,000 for an annual purchase order with three single year renewal options, to Star Auto Parts of San Bernardino. Star Auto Parts of San Bernardino is the major vendor providing parts and supplies necessary to repair and perform preventative maintenance on the City's light and heavy vehicles and equipment. The Public Services Department, Fleet Division is requesting an increase of $30,000 to the purchase order, for a total amount not to exceed $120,000. New California Air Resources Board (CARB) emission regulations regarding Diesel particulates, will now require Fleet to replace the air and fuel filters on the City's fleet of 85 plus heavy duty trucks on a much more frequent basis to accommodate the particulate traps being installed, and to comply with the stringent opacity test (smoke test) requirements. Fleet has also seen an increase in the cost of suspension related parts used on the redesigned frame of the new Crown Victoria Police Interceptors. Fleet is requesting authorization to exercise the second year renewal option for this purchase order. Financial Impact: Funds for this purchase order are contained in the Public Services Department, Fleet Division Fiscal Year 2005/2006 Budget, Account No. 635-341-5111 Materials & Supplies in the amount of $120,000. Recommendation: Adopt resolution. o o o , . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 - RESOLUTION NO.~~ IPV RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING AN INCREASE TO AN ANNUAL PURCHASE ORDER TO STAR AUTO PARTS, FOR THE PURCHASE OF AUTOMOTIVE PARTS AND SUPPLIES UTILIZED BY THE PUBLIC SERVICES DEPARTMENT FLEET DIVISION. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Star Auto Parts furnishes parts and supplies for repairs and preventative maintenance of the City fleet of light and heavy vehicles and equipment. Pursuant to this determination, the Purchasing Manager is hereby authorized to issue an increase to an Annual Purchase Order, to Star Auto Parts, for parts and supplies in an amount not to exceed $120,000 beginning in FY 2005-2006. SECTION 2. The Purchase Order shall reference this Resolution No. 2005- and shall read, "Star Auto Parts, parts and supplies", P.O. No. , not to exceed $120,000", and shall incorporate the terms and conditions of the Contract, which is on file in the City Clerk's Office. SECTION 4.
