Background: On June 3, 2002, the Council approved a Fiscal Year 02/03 agreement with NP A Computers Inc. to provide maintenance for the City's computer and network hardware as well as system software. This is a critical agreement due to 24 hours per day, 7 days per week service coverage necessary for Public Safety dispatching systems. The existing contract provided for 2 additional years, the last year being 04/05 fiscal year. A bid process has occurred for the 05/06 fiscal year. The RFQ was sent to 14 vendors. Of the 14 vendors, 7 were located in the Inland Empire (2 in San Bernardino). The RFQ was also posted on the City's Internet site and advertised in the San Bernardino Sun newspaper. The only response was from NPA Computers Inc. of New York, a company authorized as a Compaq services reseller. There are not a large number of companies capable of servicing the long list of equipment and system software that the City utilizes. The previous maintenance vendor was NP A Computers Inc. and they utilized HP/Compaq local support personnel. NP A of New York again proposes to provide service through HP/Compaq local support personnel. The original support personnel servicing the City have remained the same over the last 13 years, regardless of the company holding the actual contract. This will continue to the case through NP A, and is advantageous to the City due to the expertise of the services group, and their existing knowledge of the City's major servers and network environment. Financial Impact: The annual maintenance costs for the Fiscal Year 2005/2006 are $119,554.52. This is an increase of $9,069.00 over the 2004/2005 fiscal year. The increase is largely due to the fact that the majority of covered equipment is reaching the end of its supported life. As hardware nears the end of its supported life, it is more difficult to maintain inventories of spare parts and the equipment in the field is more prone to failure. Recommendation: Adopt resolution. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1: That NP A Computers Inc. provides maintenance of the City's computer and network hardware and operating system software. Pursuant to this determination, the Purchasing Manager is hereby authorized to issue an Annual Purchase Order and Service Agreement (a copy of which is attached hereto as Exhibit "A" and incorporated in full herein) to NP A Computers Inc. in an amount not to exceed $119,554.52 for Fiscal Year 2005/2006 for maintenance of the City's computer and network hardware and operating system software. This agreement, at the City's discretion, can be extended with two single year renewal options. We mAintain high standards in hiring experienced and properly trained personnel. The President ofNPA Computers is Mr. Peter Aroniadis. He is always readily available to any client and is aware of the day-to-day operations of NP A. He will oversee this account, as he does for all accounts. Under his i-.diate direction is the Field Service Manager, Mr. Anthony Eleftheriou. The Account Rep. will be supervising the dispatching of all service calls to ensure prompt and efficient completion of all calls. He makes sure the response time is met and he monitors the technicians' progress during the call. They both have many years experience in coordinating our Field Service Department and they would be more than happy to speak with you to answer any questions you may have. You are also welcome to tour our facilities to better fAmiliarize yourselves with our company. Technician Certification We employ A+ Certified Technicians who are experts in Microsoft NT/2000, Unix, LAN/WAN Administration, Windows '9S/981ME1XP etc. and who are Novell CNE'sand Microsoft MCSE's. NPA is also a Microsoft Solutions Provider and Compaq Authorized Service Center. Most of the technicians are also Cisco Certified _ CCNA. Technicians range in experience from five to twenty years and are fully experienced in servicing ALL types of computer equipment from an unlimited number of manufacturers. NP A has not consulted with any other prospective proposers or competitors for the purpose of restricting competition. D. Dec:laration NP A declares that all information in the proposal and attachments are true which shall constitute a warranty, the falsity of which shall entitle the City to pursue any remedy by law. E. City's Requirements ,<PA Cotq)uters bas been servicing the City of San Bernardino for three years.- We understand that the City requires irnrnediate support on critical equipment should any failures occur either by software or hardware. NP A bas provided the City with the highly skilled and qualified technicians from CompaqlHP. These technicians specialize in supporting the products listed and have become familiar with the City's network configuration and equipment. NP A plans to continue using the quality support that comes from HP (our business partners) to provide these services. Alongside the equipment and OS support, NPA will also contract with Trend Micro and Veritas to provide software support for their products. As these third party products have become essential to the operations of the City, only the OEM can provide the critical support and updates necessary to keep the end-users, which exceeds 1,000, up and running. B. Narrative Description NPA Computers will be contracting with HP to provide the 24x7 and 5x9 support for the City's equipment. NPA will also be contracting with Trend Micro and Veritas to support these critical software packages. HP is one of the worlds largest support providers maintaining governments and corporate systems throughout the world. Boasting the largest field service department, HP maintains the certifications and qualifications of each and every technician in the field. Each engineer is highly trained in hislher field whether it be Digital Equipment or Dell Servers, these technicians receive the essential training that exceeds most service organizations. NPA and HP have bad a strong business relationship since 1990. Throughout the 90's our relationship grew allowing us to provide critical mainframe services through HP as a reseUer. We maintain that relationship today by providing our customers the solutions of an enterprise OEM while maintaining our competitive edge in the market NPA is also an authorized reseUer for Trend Micro products as well as Veritas products. As demonstrated over the past few years, NPA bas provided the support required by the City of San Bernardino to support these products. C. Assumptions It is becauae NPA Computers is providing all support through HP (with exception to Trend Micro and Veritas Products) that the City must assume the certifications with Microsoft Products, Digital Products, Compaq Products and DeU Products.
