CITY OF SAN BERNARDINO -ReQUEST FOR COUNCIL ACTION STAFF REPORT Back2round At the regular monthly meeting on 14 April 2005, the Library Board of Trustees moved unanimously (Vassilakos, Saenz) to approve a reorganization of the Computer Learning Center, to reclassify with salary adjustments three library positions, to establish two new library positions and to delete one existing library position. The Board approved the new job descriptions with the same motion. Analvsis This reorganization, reclassification of positions and establishing of new positions has been made necessary by new technologies and new library services that did not exist and/or were not available at the time the Computer Learning Center and the original positions were established. Reclassification is also necessary because the previous positions are not compensated adequately for added responsibilities. A substantial investment has been made in training the staff in those positions and we do not want to lose them as they have highly marketable skills. The nature of library services has changed drastically in the last decade. The most utilized library services at all San Bernardino Public Libraries are the computing services. During FY 2003/2004 the people of San Bernardino logged 81,692 hours on the free library computers. Our library specific network, funded entirely by grants and government e-rate subsidies, has grown in order to keep up with the community's needs. There has been an enormous increase in the use of the Computer Learning Center and the attendance of the free computing classes. The library receives daily requests to open the Computer Lab (Computer Learning Center) the same hours all four libraries are open for service. But this is not possible as the Computer Lab is operated with part -time staff. The long lines of people waiting to use the free library computers are evidence of the need to reorganize the computing services the library offers. The Library Board moved to reclassify the position of Library Computer Technician II to that of Library Network Coordinator to reflect more accurately the actual responsibilities and work of that position. Establishing the new positions of Library Network Assistant and Library Computer Lab Coordinator will enable us to extend the hours of service of the Computer Lab and to provide the necessary network assistance to all libraries. The library has successfully attracted numerous teens with a special TEEN ZONE area, Homework Assistance centers and special teen programs - Teen Open Mic Poetry Nights, Teen Film Festivals, Teen Author Visits. The Library Board moved to reclassify the position of Library Technician I to Library Young Adult Coordinator to reflect more accurately the Youth related responsibilities and work of that position. Grants and e-rate subsidies have made it possible for the library to have a professional web site, which is designed and changed weekly to reflect special services and programs by a Library Technician I. The Board moved to reclassify that position to Administrative TechnicianlWebmaster to reflect more accurately the actual responsibilities and work done. Minimum Oualifications: Bachelor's Degree in liberal arts, administration, business, or closely related field; or an Associate of Arts degree in Library Science and 2 years of paraprofessional library experience.
