Staff Report
Subject:
Authorize the submittal of three (3) project applications for the sixth funding cycle of the Safe
Routes to School (SR2S) Program.
Background:
Established in 1999, the Safe Routes to School (SR2S) program came into effect from the passage
and signing of Assembly Bill 1475. Governor Schwarzenegger recently signed legislation extending
Senate Billl087/Soto for three additional years with a sunset through the end of2008.
Section 2333.5 of the Streets and Highways Code calls for Caltrans, in consultation with the
California Highway Patrol to "make grants available to local governmental agencies under the
program based upon the results of a statewide competition that requires submission of proposals for
funding and rates those proposals on several cost/benefit criteria". The SR2S program is a
construction program intended to improve and enhance the safety of school-aged pedestrians, bicycle
facilities and related infrastructure. It is anticipated that District 8 agencies, which include Riverside
and San Bernardino Counties, may receive a total of $2,000,000 to fund their SR2S Projects this
funding cycle.
The City has been fairly successful in the past receiving SR2S Grant funding in two out of the past
five cycles. The City received $128,000 for pedestrian traffic signals adjacent to Mt. Vernon
Elementary School in Cycle 2. In Cycle 3, the City received $108,000 for a pedestrian traffic signal
adjacent to San Bernardino High school on "E" Street, and $225,000 for missing link sidewalks at
four locations: Burbank, Roosevelt, North Verdemont, and Arrowhead Elementary Schools.
The City's "School of the Month" Program has been instrumental in identifying desired
improvements adjacent to schools that would increase the safety of school-aged pedestrians. The City
has nominated three projects, which would contribute to the safety of children, for the sixth cycle of
the SR2S Program. These project locations, which were reviewed and prioritized by the Grants Ad
Hoc Committee on 5/10105, have been considered for safety improvement upgrades as a result of City
School officials, City Council, citizen, and SBPD requests. The SR2S projects, which require a 10%
local match, are prioritized as follows:
1. Wilson Elementary School: Install sidewalk links
2. Lincoln Elementary School: Install traffic signal
3. Anton Elementary School: Install traffic signal

Financial Impact:
The maximum Federal reimbursement ratio for any SR2S project will be 90 percent and the
maximum Federal reimbursement amount for any project will be $500,000. In accordance with that
requirement, the City would be obligated to allocate local matching funds of $41,000 if all of the
projects are awarded. It is anticipated that the local match obligation would come from the Capital
Improvements Program allocation for Traffic Controls.

extending the Safe Routes to School Program for three more years through 2008. The SR2S
Program is a construction program that is intended to improve and enhance the safety of school

52.000,000 to fund their (6th cycle) SR2S Projects this fiscal year.
