Staff Report
Subject:
A resolution authorizing an increase to an annual purchase order to Rehrig Pacific
Company for the purchase of automated carts for residential refuse services.
Background:
The City of San Bernardino Department of Public Services, Refuse Division services
approximately 40,000 residential customers through an automated collection system.
The City has over 100,000 automated refuse carts that require service on a weekly
basis. Automated refuse carts need to be replaced due to wear, negligence, incidental
damage, theft or loss due to causes of nature such as the cyclical Santa Ana winds.
Rehrig Pacific Company of Los Angeles, California manufactures residential containers
that have been tested in the areas of the City that experience the greatest exposure to
the Santa Ana winds. These containers have proven to withstand the Santa Ana wind
conditions. During the testing period there were no complaints of missing carts
because of wind. Additionally, the City is experiencing rapid growth in new home
construction. This rapid growth has depleted the automated carts in our inventory.
The Public Services Refuse Division has a purchase order with Rehrig Pacific Company
in the amount of $149,900. The Department is requesting an increase in the purchase
order amount of $123,000 for a total not to exceed amount of $272,900.
Financial Impact:
, Approval of this request will allow the Department to acquire 3,000 new carts. Funding
for the purchase of new and/or replacement automated refuse carts to be transferred
from the $403,500 Unexpended Refuse Fund Balance in the amount of $123,000 to
Account Number 527-412-5112 Small Tools and Equipment.
Recommendation:
Adopt resolution.
Authorize the Director of Finance to amend the FY 04-05 Refuse Budget by
appropriating $123,000 from Refuse Fund Balance to Account 527-412~5112 for the
purchase of automated carts for residential services.

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING AN INCREASE TO AN ANNUAL PURCHASE
ORDER TO REHRIG PACIFIC COMPANY FOR THE PURCHASE OF AUTOMATED
CARTS FOR RESIDENTIAL REFUSE SERVICES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Rehrig Pacific Company furnishes automated carts for
residential refuse service; pursuant to this determination the Pwchasing Manager is
hereby authorized to increase Purchase Order No. 205314 by $123,000 for a total of
amount not to exceed $272,900.
SECTION 2. The Purchase Order shall reference this Resolution No. 2005-
and shall read, "P.O. No. 205314, Rehrig Pacific Company, Automated Residential
14 Refuse Carts", not to exceed $272,900 and shall incorporate the terms and conditions
15 of this resolution.

Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
