Staff Report
Subject:
Resolution authorizing the execution of a purchase order to Guzman Construction Co., for repair
of sidewalks, curbs, gutters, and cross gutters at various locations throughout the City of San
Bernardino.
Background:
On November 16, 2005 a formal bid process was initiated to solicit bids for repairs of
damaged curbs, driveways, gutters, and sidewalks. Notices inviting bids for Bid
Specification F-06-16 Concrete Repair of Sidewalks - Various Locations were sent to
nine (9) contractors, the San Bernardino Area Chamber of Commerce, the City's Web
Site and advertised in the Sun Newspaper. Three bids were received. The results are
as follows:

City policy grants a 5% credit to service providers that are physically located in the City
of San Bernardino. Guzman Construction is physically located in the City and
International is physically located in Mentone. A 5% preference for Guzman equates to
$6880.00, which overcomes the $2100.00 difference between the bid from International
and the bid from Guzman.
Financial Impact:
Funding for these repairs is included in the FY 2005/2006 Street Division Budget,
Account No. 001-406-5505 Contractual Services in a total amount of $100,000.00 and
$37,600 in Miscellaneous Infrastructure Repairs in Account No. 129-367-5504-7360.
Recommendation:
Adopt Resolution.

RESOLUTION OF THE MA VOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO GUZMAN CONSTRUTION CO. FOR REPAIR OF SIDEWALKS, CURBS,
GUTTERS, AND CROSS GUTTERS AT VARIOUS LOCATIONS THROUGHOUT
THE CITY OF SAN BERNARDINO.
BE IT RESOLVED BV THE MA VOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Guzman Construction Co. submitted the lowest quote for the
negotiated purchase for repair of the sidewalks, curbs, gutters, and cross gutters in the
total amount of $137,600.00. Pursuant to this determination the Purchasing Manager
is hereby authorized to issue a purchase order to Guzman Construction Co. in the
amount of $137,600.00.
SECTION 2. The Purchase Order shall reference this Resolution NO.2006-
and shall read, "Guzman Construction Co. for repair of sidewalks, curbs, gutters, and
cross gutters at various locations throughout the City of San Bernardino." P.O.
17 No.
, not to exceed $137,600.00 and shall incorporate the terms and
conditions of the purchase order.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
