Staff Report J; CITY OF SAN BERNARDINO - REQUEST FOI Subject: Report establishing the rates and fees to be charged for the collection and disposal of green wastes, refuse, and recyclables pursuant to resolution number 2004-239. Background: The City of San Bernardino Public Service Department, Refuse Division, provides solid waste collection and disposal services to the residents and businesses within the City limits. Last year the Common Council adopted Resolution 2004-239 establishing rates for all solid waste collection services. This resolution ties future rate increases to the Consumer Price Index (CPI), and in Section 20 of this Resolution requires the Public Services Department to: "Upon publication of the CPI for March of each calendar year by the U.S. Department of Labor, Bureau of Labor Statistics, the Public Services Department shall submit the percentage of increase to the Mayor and Common Council as an agenda item for the second meeting in May of each year from 2005 through 2008 for information only. If upon receipt of this report, the Mayor and Common Council elect to receive and file this report, on July 1 of each year from 2005 through 2008 all rates as set forth in this resolution shall be increased by the Percentage of Increase. If upon receipt of this report, the Mayor and Common Council elect to suspend a rate increase, they may do so by simple vote." The CPI for March 2004 was 191.5. The CPI for March 2005 was 199.2. The 7.7 point difference is divided by the March 2004 CPI and then multiplied by 100 to get our projected rate of 4%. Attached is a spreadsheet, which lists the current rates for service and the new rate effective July 1, 2005. Staff will complete notification of all customers of the rate change prior to the July 1, 2005 effective date. Staff is requesting this item be scheduled for the next Council meeting in order for additional analysis to be completed on the proposed rates. Financial Impact: Fees and rates will be increased 4%, effective July 1, 2005 in accordance with the attached spreadsheet. Recommendation: That the matter be continued to the Public Hearing scheduled for June 6, 2005 at 4:00 p.m. in the City Hall Council Chambers to consider setting various fees. '110. j 9 S/I~ /()~
